Construction Of Inclusive Finance Demonstration Zone In District A Based On Engineering Thinking

Finance is the core of the modern economy.For a long time,whether in developing or developed countries,there has been serious financial exclusion.Low-income groups,small and micro enterprises and other groups cannot get formal and equal financial services.The goal of "inclusive finance" is to provide effective,equal and comprehensive financial services to people at all levels of society,especially for financially vulnerable groups that are excluded from the traditional financial system.In 2015,the State Council issued the "Plan for Promoting Inclusive Financial Development(2016-2020)",which clarified the goal of inclusive financial development in China and marked the initial formation of the inclusive financial development strategy at the national level.In the context of the current new economic normal and supply-side reforms,the development of inclusive finance is not only conducive to the upgrading of regional industries and the sustainable development of the regional economy,it is also important for improving people's livelihood,promoting social equity,and thus improving people's happiness.District A is located in a central urban area of Nanjing City,Jiangsu Province.The area is home to a large number of technology-based small and micro enterprises,lowincome groups,entrepreneurial groups,college students,the elderly and other financially vulnerable groups.In recent years,the development of the financial industry in district A has maintained a rapid growth trend,forming a financial industry featuring technological finance.The financial industry has also become an important industry for the development of the whole district.However,with the rapid development of the financial industry,the financial development of district A still faces problems such as low financial service coverage,difficulty in financing small and micro enterprises,and insufficient innovation in financial product services.Therefore,for district A,how to get out A development path that is in line with its own inclusive finance and truly achieving inclusive finance will undoubtedly have important strategic significance for the development of the district.Based on the above research background,this paper takes district A as the analysis object,and attempts to establish a set of inclusive financial demonstration district construction schemes that meet the characteristics of district A,to provide some reference and reference for the development of district A inclusive finance.This paper firstly systematically sorts out the literature related to inclusive finance,and introduces the theories related to inclusive finance,fintech,science and technology finance,and related methods of industrial engineering,which laid a theoretical foundation for the subsequent paper research;Secondly,this paper makes a comprehensive analysis of the current status of financial development in distict A from three aspects: the external environment of financial development in district A,the foundation of financial industry development,and the problems in financial development,and use the 5W1 H method to analyze the development of inclusive finance in district A;Next,based on the existing relevant literature research and based on system engineering and industrial engineering theory,comprehensively using process analysis and work structure decomposition method,from the perspective of engineering thinking to systematically analyze the implementation workflow of the construction of the inclusive financial demonstration zone in district A,from determining project objectives and constructing inclusive financial evaluation Indicators,formulating action plans,and project safeguards have constructed the work flow of the construction plan of the inclusive financial demonstration zone in district A,with a focus on the financial institution system,inclusive financial policy system,financial product and service innovation,and inclusive financial credit Information system construction,inclusive financial education and consumer rights protection system,and improvement of the comprehensive financial supervision mechanism have proposed detailed action plans with a view to providing constructive suggestions for the development of inclusive finance in district A.
