Research On Operation Performance Of Science And Technology Finance In Shandong Province

With the continuous changes in the world economy,the importance of science and technology has become increasingly prominent.More and more countries,cities and enterprises have begun to regard scientific and technological innovation as the focal point of competition.Proposals concerning science and technology and innovation have been put forward and various policies have also been introduced.In recent years,shandong province has been among the best in terms of economic size nationwide,and attaches great importance to the role of science and technology,closely combining science and technology with finance,and promoting the efficient operation of science and technology finance.Since 2008,Shandong province has been increasing its investment in science and technology,and its investment in science and technology innovation has been at the forefront among all provinces in China.With the continuous deepening of the combination of science and technology and finance,a diversified system of science and technology investment is gradually formed,which is of great significance to promote the combination of economy,science and finance and the construction of the national innovation system.This paper mainly studies and analyzes the development and operation efficiency of science and technology finance in Shandong province in recent years,summarizes the problems existing in the operation of science and technology finance in Shandong Province,and gives relevant policy Suggestions.In this paper,empirical research is divided into two parts,the first part is to use data envelopment method(DEA)to study the financial efficiency of science and technology of shandong province,including the financial efficiency of science and technology in shandong province and the national other provinces of comparison and analysis,in shandong province from 2009 to 2018 financial input and output efficiency of science and technology research and the prefecture level in shandong province science and technology comparative study of financial efficiency;The second part USES Tobit model to analyze the factors influencing the operating efficiency of science and technology finance in Shandong province from three aspects of government,enterprise and market.Through the above research,it is found that in recent years,the input-output efficiency of science and technology finance in Shandong province is relatively low,or inefficient.Moreover,the factors related to enterprises and market in the study have a significant positive impact on the operating efficiency of science and technology finance in Shandong Province,while the influence of relevant factors considered from the perspective of the government is not significant.After the above analysis,in view of the possible problems,this paper gives policy Suggestions from multiple perspectives to promote the transformation of science and technology investment and the development of science and technology finance.
