Study On The Social Security Of Land-lost Peasants In Wafangdian City

The report of the 19th National Congress of the Communist Party of China(CPC)pointed out that the "Three Rural Issues" is a fundamental issue related to national economy and people's livelihood.The construction of socialism with Chinese characteristics has stepped into a new era.It is inevitable that a great number of rural lands have been expropriated with the advancement of modernization and the implementation of rural revitalization strategies.At the same time,it causes a lot of people to lose their lands,who are called land-lost peasants.So social security for land-lost peasants becomes an important issue needed to be carefully studied.Wafangdian city,under the jurisdiction of Liaoning province is one of the top 100 counties in economy.The paper will focus on the current situation and policies about social security issues of land-lost peasants in Wafangdian City.Land-lost peasants are different from common peasants and citizens,which could be reflected in many aspects such as living resources,incomes,pensions and medical insurance.Therefore it is important to clarify the meaning and significance of land-lost peasants,social security,and social security of land-lost peasants,and to develop a deep understanding of their theory.Those provide important prerequisite and basis for subsequent study.Wafangdian city has made great achievement in dealing with the social security issues of land-lost peasants.But there are still a lot of details to be improved.Even though Wafangdian city is unique in the region with local characteristics,but it still has universal significance.The paper analyzes the current situation of social security for land-lost peasants in the city from various aspects such as resettlement,pensions,medical insurance and employment.Based on the analysis,a lot of existing problems in the city have been checked out,including insufficient compensation methods,lack of specific funds for the old,unstable employment and inefficient execution.Not only does the paper study the social security issues of land-lost peasants in Wafangdian city,but also pays attention to other polices carried out by other country of nation and worldwide nations.Those provide a lot of significant experiences for the study.The paper mainly aims at the social security of land-lost peasants in Wafangdian city.Theoretical study means to promote practice better.Therefore,it is necessary to make further efforts to propose solutions for solving the social security issues of land-lost peasants in Wafangdian city.That's the important practical significance of the paper.Based on the former investigation,in order to solve the problem of lost-land peasant in Wanfangdian City,some proposals are put forward as follow:firstly,in terms of enhancing the compensation standard and resettlement efficiency,it needs to be improved for promoting diversified ways of resettlement and subsidy.Secondly,for improving the standard of medical care and endowment security,it is necessary to ensure their diversity,flexibility and scope.Thirdly,to provide a better employment environment,it is important to arrange employment system,increase the training system of lost-land peasants,encourage self-employment.Finally it is inevitable to establish accountability system that could guarantee and supervise the implementation of policies for land-lost peasant.It can be concluded that there is still much room for improvement about land expropriation compensation and placement policy,Medical and pension security levels,security of employment development,implementation of accountability system,protection of lawful rights and interests and so on.Those are also directions where we can make progress in the future.
