As a major source of national coordinated funds,the collection of social insurance premiums directly relates to the real interests of social workers.In the phased process of China's economic transformation to the upgrade of the documents,the economy gradually shifted from extensive growth to smooth improvement,and the pressure of transformation forced enterprises to generally demand reductions in fees and charges..At the same time,under the pressure of aging society,the expenditure of medical treatment and pension is increasing continuously,and the gap of social security is also increasing continuously.Private enterprises are the main part of China's economy.The number of private enterprises in the country accounts for nearly 80% of the total number of enterprises,which is the main part of social security.Social security means burden and pressure for private enterprises,which makes private enterprises have the problem of evasion in paying social security.There are social security system,national policies,corporate ethics,individual and other factors.Social security of private enterprises is an important part of the whole social security system.This paper analyzes the law of collection and management of social insurance premiums of private enterprises in wuhan,hoping to further improve the social security system and the collection and supervision system of social insurance premiums.Following the regulations of the state and hubei province,wuhan has issued relevant measures and opinions to standardize the social security and insurance system of the whole city.In terms of the premium rate,the endowment insurance of 27%,medical insurance of 10%,unemployment insurance of 1%,maternity insurance of 0.7% and industrial injury insurance of 0.2% to 1.9%.68,769 households paid for the five insurances,covering 2.79 million people.Wuhan the improvement of the collection and management of social security has been a constant,but some problems still exist,learned in the interviews and research the main questions are: "department work" of the social security management mode leads to governance capacity deficiency,escape inspection difficult,punish strength is low,there is the concept of light tax fee,social insurance premium of pay business ability insufficiency,the private enterprise will lack,private enterprise staff mobility,personnel shall be difficult,the private enterprise profit islow,the social security base is growing rapidly,premium pay high pressure,etc.Based on stakeholder theory,this paper puts forward the suggestion is: set up right and unity "of the social security system,improve the overall classes implement tax department collects pay full responsibility,strengthen the management of social security tax measures to build a more perfect social credit platform,and increase the strength of the appraisal of work collects pay social insurance premiums,to strengthen the propaganda of the private enterprise social security policy to strengthen the incentives,establishing incentive mechanism collects pay social insurance premiums,perfect the system of employee salary in the private enterprise,private enterprise to strengthen education and training of the worker and reasonable social security policy,appropriate to reduce the private enterprise social security burden.
