Land consolidation is the important measure to utilize farmland sustainably and has a strategic meaning to achieve the balance of occupation and compensation of cultivated land,improve the quality and productivity of cultivated land,and rural revitalization.Land consolidation in China has sprouted in practice.With the adjustment of economic development,land use strategies,and cultivated land protection policies,the goals of land consolidation policy have also changed accordingly with national policies.However,China's regions are very different,and their economic levels,policy implementation capabilities,and land consolidation situations are all different.Do land consolidation in various places follow the policy goals and make corresponding changes according to the development situation? This is the most important criterion for evaluating the effectiveness of policy implementation,but it has not been taken seriously for a long time.Therefore,it is very important to carry out evaluation and research on the implementation effect based on the objectives of land consolidation improvement policies.In view of this,this paper based on 953 land consolidation projects with approved financial investment implemented by Jiangsu province from 2001 to 2015,using the methods of spatial autocorrelation analysis,center-of-gravity transfer method,redundancy analysis,consistency analysis,as well as data envelope analysis.In 2001-2005,2006-2011 and 2012-2015,the three phases were to investigate and evaluate the spatial-temporal distribution pattern,implementation effects,and implementation driven differentiation of land consolidation.The main conclusions are as follows:(1)The construction scale and investment amount of land consolidation in Jiangsu Province had increased in waves from 2001 to 2015.The spatial pattern has strong spatial autocorrelation characteristics,and the positive diffusion benefits are gradually forming and becoming more stable.The amount of land consolidation investment is in synchronized with the construction scale.The center of gravity is mainly distributed in the central part of the province.The transfer direction is "Northeast-West-Southeast-Northwest",and it generally moved to the northwest direction.(2)From 2001 to 2015,the area of newly-increased farmland in Jiangsu Province showed a wave-like decline,whereas the newly increased-farmland rate continued to decrease.In the spatial dimension,there are obvious regional differencesat different stages.From the comparison of the three stages,the range of the high-high clustering area increases first and then decreases,and it shows a more concentrated-dispersive trend.Its center of gravity generally moves to the north,but changes in the medium term are complex,and eventually fall in the Xiahe Plain area.This shows that the amount of new cultivated land in the northern region is much higher than that in the southern region.This also shows that the northern Jiangsu region has undertaken more tasks of balance of land occupation and compensation.(3)After the implementation of land consolidation in most areas of Jiangsu Province from 2001 to 2015,the productivity of cultivated land increased.The spatial pattern showed significant agglomeration and distribution characteristics,and there were obvious phase differences at different stages.Taken together,from 2001 to 2015,the number of sample plots for land improvement projects in Jiangsu Province that both improved the quantity and stability of arable land production capacity accounted for 38.49% of the sample plots,and the proportions in the three phases were 32.13%,37.45% and 44.00%.This shows that the land consolidation in Jiangsu Province has gradually attached importance to the comprehensive improvement of cultivated land productivity.(4)Proportion of primary production in GDP,the potential of the newly-increased farmland,the income of the financial transferring payment,the grain production,and chemical fertilizer application are the key factors in the advancement of land improvement in Jiangsu Province from 2001 to 2015.However,the main control factors that promote its implementation in different stages are changing.The early stages are mainly affected by natural and social factors,and the later stages are significantly affected by economic and policy factors.(5)The site selection of land consolidation projects in Jiangsu Province gradually matches the distribution of cultivated land resources.The proportion of counties with newly-increased farmland agglomeration and investment amount agglomeration in the three stages increased first and then decreased,and the first two stages showed a consistent distribution,indicating that the newly-increased farmland in the early stage of consolidation matched the investment amount,which was in line with the initial stage of consolidation to increase policy preferences for newly-increased farmland.The accumulation of investment amount is less compatible with the accumulation of cultivated land reserve resources and the accumulation of cultivated land production capacity,but the investment amount in the three stagesgradually tilts towards the main grain production areas,which is in line with the land consolidation policy.(6)The average investment efficiency of land consolidation projects in Jiangsu Province from 2001 to 2015 was 0.33,and the three stages were 0.26,0.37 and 0.39 respectively.The overall efficiency is low,but there is a trend of continuous improvement.Generally speaking,land consolidation in Jiangsu Province follows the land consolidation policy goals of each stage,but there are still redundant inputs and insufficient output,and land consolidation investment still has some room for optimization.Among them,the redundant inputs are mainly distributed in the economically developed areas of southern Jiangsu,while the insufficient output of newly-increased farmland land is mostly in economically developed or urban areas.The insufficient output of food production capacity is mainly distributed in the eastern coastal areas,mainly in Yancheng.These counties(cities,districts)are the focus of land consolidation management work in Jiangsu Province.In the future,differentiated land consolidation policy oriented by people with the attraction of the public involvement should be formulated to improve new frame of system implementation.
