Research On The Operation Strategy Design Of Gulou Cloud Creative S&T Park,Xuzhou

Basing on the science of sustainable development in the new 21 century,the science and technology parks have been one of most important carriers to cultivate new industries,improve the economic development,intensify industrial agglomeration and increase the regional competitiveness.At present,the overall scale of China's science and technology parks are continuous expansion,and its contributions to the regional economy are increasing,along with the competition among science and technology parks are also gradually increasing.Therefore,the specific researching on the operations and development strategies of science and technology parks are significance to the development and innovation of science and Technology Parks in China.According to the theories of ternary participation,growth pole,industrial agglomeration and new public service,and basing on the actual situations,this paper aims to use the methods of literature research,induction research,analytic hierarchy process and investigation research to analyze the present operations as well as the existing problems,through three aspects of operation modes,investment attraction and operation service.At the same time,the SWOT will be used to analyse the overall comprehensive strategics of the S&T parks in China.Moreover,it is necessary to build a strategic development model based on explored the introduction of enterprise operation.According to the different rights,responsibilities and functions of the participants in the parks,this paper divides the development mode of the science and technology parks into three led modes: government,enterprise and government enterprise joint.Making use of the analytic hierarchy process to confirm Gulou Cloud Creative S&T Park operation mode selection,and the government enterprise joint operation mode is selected,and the implementation of the operation mode is described.Taking the investment attraction and operation service of the park are the main aspects of the operation strategies,through the investigation and interviews in Nanjing and Beijing,as well as drawing on the experiences of advanced regions.This paper focus on analyzing that the key points of the investment attraction strategies and the construction of the operation service system of Gulou Cloud Creative S&T Park.Finally,this paper is believed that the people need to strengthen the organization,talents,policies,funds,society and other five aspects of security measures to ensure the smooth implementation of the operation strategy.In this paper,it is found that the operation modes,investment attraction and operation services are the main research directions.The operation strategy of Gulou Cloud Creative S&T Park is explored in order to solve the problems existing in the development of the park.At the same time,it aims to find an effective mode to suitable for the operation and development of the current technology park,which is explored to provide the certain references for the development of China's technology parks.This paper has 8 figures,14 tables and 78 references.
