Most of the old communities in SL Oil Field were built at the end of last century.Although the latter is also invested in maintenance,there are still some problems in use.Roof waterproof failure,sewer plugging,parking spaces can not meet the needs and so on.In order to promote the construction of people's livelihood projects and improve the living quality of community residents,SL Oil Field has carried out large-scale maintenance and renovation of old communities.Especially for the old communities built before the 90 s of last century,the maintenance and transformation is unprecedented.Focusing on the problems that seriously affect the residential areas,such as damaged road sites,breakage and clogging of the drainage pipe network,the insulation layer of heating pipelines,the insufficient number of fire protection facilities or the inadequate installation of the installation,the unreasonable design of the parking lot and the shortage of parking space.With the implementation of the energy efficiency,strict management and fine management spirit of the SL Oil Field,as well as the in-depth development of the activities of "service is fundamental,benefit is the purpose" and "each person saves one dollar a day" in the SN community,how to effectively control its cost has become an increasingly serious problem and urgent demand in the major transformation project of the livelihood of the people.This article has studied the transformation cases of SN community management center in SL oilfield,such as TF community and NY district.In view of the existing problems in the series of reform projects,such as low cost management concept,backward management technology means,imperfect budgetary system,weak accounting supervision function and so on,the causes are studied and analyzed,and the corresponding countermeasures are put forward to improve the standard and transparent investment.The standard system,the full coverage of the budget system,the plan run through the whole process of the project,the cost control in the construction process,the strengthening of audit,accounting and other supervision functions.At the same time,it is proposed to improve the consciousness of the cost management,master the new cost control technology,and rely on the perfect cost management system to ensure the effective implementation of the project cost control.The paper studies and analyzes the whole process management in old residential district transformation projects,realizes more effective cost control,and has practical reference and reference significance to other similar projects,in order to improve the efficiency of the use of funds on the basis of doing a good job of the project management of the series of reform projects,and remould more projects with limited funds to truly meet the actual needs of the residents of various communities.Improve the living environment of the workers in SL Oil Field.At the same time,we can sum up good experience in cost control of community renovation projects,and provide a good reference for other similar projects.
