People are always concerned about poverty.Fighting against poverty and alleviating economic inequality are always issues for humanity.As one of the largest developing countries in the world,China has been receiving much attention since President Xi Jinping first developed the concept of targeted poverty alleviation in 2013.With China’s poverty alleviation reaching a critical stage,it is necessary to conduct research on this policy.Doing research on the policy implementation process of targeted poverty alleviation could be conductive to understanding grassroots governance in China.The concept of Joel S.Migdal’s“State in Society” provides a framework for analysis of relationship between state and society at the micro level and at the level of action.Based on the evidence from Village L,the dynamic policy implementation process of targeted poverty alleviation in this village is well presented,including how state power and society power could change each other and constitute mutually.The targeted poverty alleviation policy was publicized by three ways in Village L.First,the local leaders may send some signals using slogans or some bulletin boards and pay personal visits to publicize the policy.Second,the local government completes accounts and reports forms,which are the hardest work of the local officials in this process.Third,the mechanism of evaluation and accountability of the local officials may include the identification of the poor,“one-vote negation” system,and check of disciplinary officials.However,state power would encounter specific society situations which are summarized as“three pictures” of the village.First,economically,because of the mobilization and stratification of the society,Village L appeared as a picture of “village hollowing”.Meanwhile,politically,the outflow of local elites in Village L and the autonomy of the village committee form a picture of fragmentation in the village.Third,culturally,the vanish of traditional norms and the reconstruction of new regulations sketch a picture of secularization in the village.After scrutinizing the system channels and specific local conditions,it is possible to summarize the dynamic process of different bodies’ behavior in the policy implementation process of targeted poverty alleviation,ranging from the local government to villagers.These bodies have some subtle changes in this policy implementation process.The leaders transform their behavior from expression to performance while completing their tasks.That is to say,the anti-poverty work becomes a formality,including publicity,identification,assistance,and resource allocation.Meanwhile,the officials in assistance institutions transform their attitude from positive to ambiguous.As for the villagers,they change their behavior from cooperation to resistance and distrust.Evidence from Village L offers a sample of alienation of the policy implementation process of targeted poverty alleviation in China,characterizing as “involution”,“formalization”,and“myopia”.It also provides valuable experience of the remedy of policy implementation and the construction of “close” relation between state and society.First,formulate “bond”between state and society through local elites’ guidance.Second,build “feedback” channels for state and society through “element sink”.Third,establish trusty “platforms” to combine state and society.
