Study On The Problems And Countermeasures Of Government Procurement Supervision In Xinbei District,Changzhou

Government procurement is a means of government regulation and control,which plays an important role in regulating financial expenditure,saving financial funds and improving the efficiency of fund use.With the expansion of the scope and scale of government procurement,county-level government procurement has become an indispensable part of government procurement in China.Although the government procurement activities have been carried out steadily and orderly,the situation of high price,high quality and low price,rent-seeking and so on has become increasingly prominent in practice.The fundamental reason lies in the imperfection of government procurement system and supervision mechanism.The Ministry of Finance Order No.94 "measures for questioning and complaining about government procurement" specifies that the financial departments at or above the county level are responsible for handling supplier complaints in accordance with the law,so Changzhou formally assigns the responsibility of government procurement supervision to the financial departments at the district level.This paper first summarizes the main body,scope,content and means of local government procurement supervision,and then from the historical background of government procurement supervision,the reform process of government procurement supervision in Xinbei District,the current situation of work and preliminary results,shows the general situation of government procurement supervision in Xinbei district.Then,through the case study,it summarizes the problems encountered by Xinbei District,Changzhou City,such as the difficulty in handling complaints,the inability to supervise the centralized procurement institutions,the unclear scope of supervision,and the difficulty in coordinating the supervision subjects.There are five reasons for these problems: the lack of operational rules of government procurement law,the lack of high professional quality of procurement subjects,the lack of industry support of government procurement supervision departments,the lack of effective integration of government procurement operation mode,and the tendency of government procurement supervision to focus on procedures rather than results.At last,we draw lessons from the government procurement supervision system and characteristics of the United States and South Korea,as well as the supervision experience of Wuxi high tech Zone and Hangzhou Fuyang zone,This paper summarizes the ideas and practices suitable for the government procurement supervision of Xinbei District: toimprove the professional quality of all parties to the procurement,to build a supervision system by unifying standards,improving internal control,building a credit system,and to establish a complete government procurement supervision and operation mechanism by means of e-government procurement and accepting complaints professionalization.
