Research On Bank Subrogation Supervision Mode Of Current Account Foreign Exchange

The Eighteenth National Congress of the CPC first put forward the important way of deepening the reform of the government: simplifying government and decentralizing power.In 2009,the Foreign Exchange Administration of China put forward the reform idea of "five transformations" and implemented the reform of foreign exchange management in the current account in 2012 and 2013,forming the present mode of subrogation supervision in China: bank responsibility.It has been nearly six years since the Administration of Foreign Exchange took charge of the supervision in advance.Understanding the practical results of this model and exploring the deficiencies of this model are valuable for other government departments to implement the simplification and decentralization and deepen the reform.Through social investigation,this paper combs the framework and operation mechanism of subrogation supervision mode,explores the deficiencies of this mode and puts forward countermeasures,so as to provide reference for other departments and scholars to explore the simplification and decentralization of government.This article mainly uses the literature research method,interview method and case analysis method to carry on the research and analysis.The literature research method is mainly through searching all kinds of foreign exchange management reform in the process of relevant literature,combined with the specific case and operation process of the Bank of China where I work,to sort out the operation mechanism under the current subrogation supervision mode.According to the convenience of the work,the author interviews the employees and customers of Bank of China,aiming at studying the problem of post setting in the bank.Case analysis method is used to analyze the cases encountered in the work and the violations reported by the foreign exchange bureau.Through these basic data and information,the author analyzes the current subrogation supervisor.On the basis of scientific and qualitative analysis of the management model,this paper analyzes the existing problems in the model and puts forward some suggestions for further deepening the reform.After in-depth study of the current subrogation supervision mode under the current account foreign exchange,this paper summarizes the shortcomings of this model,namely,the policy and regulation system is still not perfect,the bank's internal post setting is unreasonable,lack of incentive and supervision mechanism,and corresponding Three countermeasures were put forward to improve the relevant legal system of foreign exchange management,improve the position of bank foreign exchange business and increase the effective incentive supervision mechanism.The mode of subrogation supervision has played a positive role in China's foreign exchange management as a whole,but this mode is still imperfect.Each major body in the mode of subrogation supervision needs to be improved,which is also the direction that China needs to pay attention to in the next step to improve the mode of subrogation supervision.
