The housing demand is increasing with the sharp development of the economy and the rapid increasing population in Shanghai for these years.But the rapid rising housing price makes it difficult for more and more middle and low income families or new graduates to solve the housing problem by market way.How to guarantee the housing problem of this part of the population has become a serious problem.At present,there are some problems in the lease market,such as the imbalance of supply total,the irrational supply structure,the imperfect system measures,especially the single supply subject,the private rental,the lack of private rental enterprises,the non-standard market and the disordered competition.The purpose of this study is that why there are some enterprises and institutions are willing or not willing to participate in the construction of the housing rental market,what kind of incentive tools has our government used to improve and encourage housing rental market development so as to provides research basisunder the new government.This paper mainly used a comprehensive method combining with literature research method?content analysis method and interview method.In view of these mentioned above problems,the author made a research on the relevant policies of the housing rental market in Shanghai.On the basis of the objective reality of Shanghai,the author deepened the innovation and analysis of the related ideas.Through interviews with relevant personnel,such as policy makers,real estate development enterprises,institutional lessors,state-owned enterprises and other related personnel,we can find out the current situation and deficiencies of the housing rental market,discuss the advantages and disadvantages of government incentive tools so as to find out the problems and understand the needs,and provide a strong basis for countermeasures.From the aspect of national and local governments have issued the policy to promote the development of the housing rental market,at the same time after the policy has also made certain achievements,but in the early days of the rental housing market development in our country,there are still some imperfections in the system.It can be seen from the operation status of suppliers in the housing rental market,such as real estate development enterprises,institutions,lessors,etc.,that there are still some problems that cannot be covered by the system in many aspects.The government should pay attention to these problems,and constantly improve and perfect the housing rental market.As the suppliers of the first level market,how to use the authoritative,informative,organizational,economic and voluntary incentive tools to make the state-owned enterprises,real estate enterprises and institutional lessors are willing to full participate in the development of housing rental market,and accordingly put forward relevant practical countermeasures and suggestions to improve the existing housing system,and further promote the healthy and stable development of the housing rental market in Shanghai.
