From the perspective of international industrial capital flows,information technology and information services have gained tremendous development.With the continuous deepening of the global value chain and the evolution of the international division of labor model,there are new requirements for the technological innovation of each participating country.As a highly penetrating and highly connected industry,the information industry not only enables investment target countries to reduce production costs and obtain higher profits,but also gives countries that undertake international industrial capital the opportunity to expand their production scale and actively participate in international trade.Therefore,the impact of international vertical specialization of information industry on technological innovation cannot be underestimated.Based on the domestic and foreign scholars on the basis of existing research results,the integrated use of endogenous growth theory,advantage theory,the theory of global value chain and the theory of evolution economics,from the perspective of the international industrial capital flows,this paper sorts out related research on the participation of the information industry in major industrial capital flow countries in the global value chain and technological innovation and development,and clarifies the definition and standard of the information industry,and the basic concepts of international vertical specialization of labor division and technological innovation.Summarized and discussed the main reasons for the divergent views of scholars on participating in the relationship between division of labor and technological innovation: “low-end lock-in” and “post-development advantage”.The mechanism of the impact of vertical specialization on technological innovation and the possible threshold effect of human capital investment in representative countries of international industrial capital flow in the process of participating in international division of labor.This paper uses the latest data in the input-output table to measure the level of participation of the information industry in the international industrial capital flow representative country in international vertical specialization,and analyzes its development characteristics and evolution trends by using diamond model analysis.We obtained two groups of investment target countries and host countries.Through group analysis,this article can not only understand the difference between the impact mechanism of the vertical specialization of the information industry in the target country and the host country on technological innovation from a theoretical level,but also can discuss that the impact of the participation of the information industry of the target country in the international vertical specialization on technological innovation from a practical level as to whether it is a “low-end lock-in” or a “latecomer advantage”.Afterwards,this article clarifies the national competitiveness of the investment target country and the host country by constructing important indicators that affect technological innovation: investment scale,use of intellectual property,research and development investment,and human capital investment.The use of the latest data to verify the impact of the information industry’s participation in the vertical specialization of the target country on technological innovation should confirm the conclusion that it has a negative impact.In addition,an empirical analysis of the threshold regression model shows that human capital investment has a significant interval effect,and the empirical conclusions are basically consistent with the theoretical analysis.The results show that the level of vertical specialization in China’s information industry has decreased.Developing core competitiveness is the key to the development of China’s information industry.We should still pay attention to the cultivation of high-tech talents.Based Through the research,this paper puts forward reasonable policy Suggestions to actively participate in international investment and trade exchanges and strengthen international experience in the process of information industry participating in the international vertical specialization division.To guide relevant enterprises to make independent innovation;We should make great efforts to optimize the mechanism of talent introduction and the plan of talent cultivation,and promote the integration of traditional industries with the development of information industry.We will improve the mechanism for protecting intellectual property rights.In addition,this paper also provides a theoretical basis and governance decision basis for China to learn from other countries to participate in the evolution of division of labor and the development of technological innovation,and makes a prospect for future research.
