Study On The Operation Of Unemployment Insurance System In D County Of Shandong Province

Unemployment is not only an inevitable social phenomenon with the development of market economy,but also a difficult problem faced by all countries.At the beginning of the 20 th century,western countries and scholars began to deal with unemployment insurance.In the 1980 s,in order to cope with the laid-off tide brought about by the reform of state-owned enterprises and stabilize the social situation,China formulated the "Regulations on Unemployment Insurance for State-owned Enterprise Employees",which marked the germination of unemployment insurance system of China.After more than 30 years of development and reform,not only has the unemployment insurance system matured in China,but also the academic research on unemployment insurance has made some achievements.Over the past 30 years since the implementation of unemployment insurance policy,unemployment insurance has made tremendous contributions to stabilizing the social environment,guaranteeing the basic livelihood of the unemployed and promoting employment.However,with the progress and development of the times,the economic and social situation is becoming more and more complex.Unemployment insurance inevitably encounters new problems in the process of protecting people's livelihood and promoting social employment.The author summarizes the actual problems,analyses the causes and puts forward countermeasures and suggestions of unemployment insurance in D County of Shandong Province based on his field investigation experience in the unemployment insurance agency of D County of Shandong Province.When studying the operation of the unemployment insurance system,the author first understands the development process and policy content of the unemployment insurance system.Then,by analyzing the research of experts and scholars on unemployment insurance,taking their research methods and results as the basis of this paper,combining with the specific operation of the current unemployment insurance system in D County of Shandong Province,the author carries out research on the problems existing in the operation of unemployment insurance through field research and literature research.In the course of the study,the author finds that the unemployment insurance system in China is not mature enough,the system design needs to be further optimized,and there are practical difficulties to be solved urgently in the implementation of some policies to promote employment.Through systematic research on the causes of these problems,the author puts forward some systematic and feasible suggestions and countermeasures for the operation of the unemployment insurance system in D County of Shandong Province according to the actual situation of our country and the research results of experts and scholars,such as formulating the floating mechanism of unemployment insurance premium rate,improving laws and regulations,expanding the coverage of unemployment insurance,improving the construction of employment information system,and improving the function of the unemployment insurance system to protect life,prevent unemployment and promote employment through the optimization of the system.
