Research On The Influence Of "Double Opening" On Regional Innovation And Regional Differences

Innovation is the key to enhancing international competitiveness and the long-term driving force for a country to achieve economic development.The 19 th national congress of the communist party of China(CPC)made it clear that China should become an innovation-oriented country and realize the transformation of an innovation-oriented country at an early date.The openness of a country has an important influence on regional innovation level,in recent years,our country at the same time,pay attention to implement the strategy of innovative unceasingly continue to accelerate the process of opening to the outside world,the overall domestic and international two overall situation,form a new pattern of all-round opening to the outside world,among them,the construction of inland open economy is our country to realize new pattern of all-round opening up to the crucial step.Many scholars have studied how regional openness affects regional innovation level,but most of them focus on international openness.Based on Zhao Wei's(2002)subdivision of regional opening levels,this paper adds inter-regional opening to the research scope of this paper to explore the impact of "double opening" on the level of regional innovation in China and the differences between regions,which will enrich the existing research content of academia.This paper,based on the perspective of "double opening",will be China's 31 provincial level administrative region is divided into three groups of coastal and inland and border areas,selection of the provincial panel data from 2008 to 2017 in our country,first set up the "double opening" and the index system of regional innovation level,the corresponding index weight is calculated on the basis of the measure of international openness and inter-regional openness index and innovation level,the study found that both international openness,inter-regional openness and innovation level,coastal area are higher than the inland areas,and higher than the border area.Secondly,it reveals the influence mechanism of regional opening on innovation from two aspects: innovation subject and innovation elements.Then,based on the analysis of existing theory,introducing the coupling coordination degree modeland panel data model to carry on the empirical analysis,the results show that:(1)"double opening" in our country and regional innovation coupling coordination degree of regional heterogeneity is large,coastal region coupling coordination degree is higher,the more backward inland and border area coupling coordination degree is low;(2)at the national level,international opening has a significant positive promoting effect on regional innovation,while inter-regional opening has a significant negative hindering effect;(3)regionally,international opening has a significant positive impact on the innovation level of the three groups of regions,but inter-regional opening has a significant negative impact on the coastal areas and an insignificant positive impact on the inland and border areas.Then,this paper replaces the sample data and adopts the instrumental variable method to test the robustness and endogeneity of the empirical results,proving the correctness of the benchmark regression results.The intermediary effect test is carried out by taking the enterprise innovation subject as the intermediary variable to verify the accuracy of the influence mechanism.Finally,on the basis of the empirical results,this paper puts forward some policy Suggestions,such as expanding international opening,deepening inter-regional opening,building a unified national market,supporting technology introduction,attaching importance to the dominant position of enterprises in regional innovation,giving play to the government's guidance and support,persisting in developing regional economy,and rationally allocating innovation elements.
