The report of the 19 th National Congress of the Communist Party of China pointed out that it is necessary to support the optimization and upgrading of traditional industries,accelerate the development of advanced manufacturing industries,promote the development of China's industries to the high-end of the global value chain,and foster a number of excellent advanced manufacturing clusters.With the process of global economic integration and the deepening of the international division of labor,the competition of countries in international trade has shifted from focusing on the total amount of international trade or international market share to the competition of the status of global value chain with the technology as the core.As a core component of international trade,global value chain's upgrade effect of manufacturing trade has been paid close attention to by economists all over the world.In 2010,China became the world's largest manufacturing power,playing an increasingly important role in international manufacturing trade.However,China's manufacturing industry has been at the low end of the global value chain due to the backwardness of China's manufacturing technology and long-term participation in low-value-added links such as processing and assembly in the international division of labor.Based on the perspective of the evolution of the global value chain of international manufacturing,it is of great practical significance to study the impact of technological progress on the upgrading of the global manufacturing value chain,so as to put forward policy suggestions for China's manufacturing industry to promote the promoting of the value chain.This paper first clarifies the background,value and purpose of research.After reviewing existing literature,we are able to grasp the progress of the research with respect to the impact of global value chain upgrading theory and technological progress on global value chain upgrading all over the world,and learn from the measurement method of the global value chain status index.Secondly,it measures the international manufacturing global value chain's status index,and studies the characteristics of the international manufacturing global value chain evolution through qualitative analysis.At the same time,the manufacturing industry is divided into high-tech manufacturing,low-tech manufacturing and low-tech manufacturing according to the technical category with the timeline is divided into the pre-and post-financial crisis to study industry differences and stage differences in the global value chain of international manufacturing.Therefore,it provides qualitative reference for the following empirical research.Then,using the panel data fixed effect model and the empirical method of Drisc/Kraay robust standard error based on the mechanism analysis,we aim to demonstrate the role of technological progress in promoting the upgrading of manufacturing GVCS and explore the industry differences by studying the positive impact and path of technological progress on the upgrading of manufacturing GVCS.Besides,this paper is dedicated to analyzing the difference with respect to the impact of different path choices on the global value chain upgrading of manufacturing industry.Furthermore,with the help of the relevant conclusions of empirical research,we study the path choice of China's manufacturing industry to the high-end in the global value chain through qualitative analysis and comparative analysis methods,thus providing basis for the following policy recommendations.Finally,combined with qualitative analysis and empirical research results to summarize,we put forward relevant policy recommendations for China's manufacturing industry to promote the upgrading of the global value chain status from following five aspects : promote the optimization of industrial transformation;emphasize the core role of technological progress;accurately implement industry differentiation development strategy;coordinate the development of technology introduction and independent R&D;Guide OFDI to focus on real economy like manufacturing.
