A Research On PPP Model Of Chart Supply

The most important mode of transportation for international logistics is shipping.The International Maritime Organization(IMO)requires member states to make public official charts to ensure navigation safety.At present,the chart cannot achieve global coverage,and the efficiency and quality of the update cannot adapt to the rapid development of the marine industry,and there is a big gap with the developed countries.Charts are hybrid public goods with substantial positive externalities and price exclusivity.The monopoly of the government takes such chart market lack a competitive market.On May 19,2015,the General Office of the State Council forwarded the PPP(Public Private Partnership)to the unprecedented strategic height of the Ministry of Finance,the National Development and Reform Commission,and the People’s Bank of China on the “Guiding Opinions on Promoting the Cooperation Model of Government and Social Capital in the Public Service Sector”.The problem of government failure.Based on the current opportunity to vigorously promote the PPP model of public goods supply in China,we will learn from the advanced chart PPP mode at home and abroad,properly address the issue of contemporary chart production,and explore new chart supply paths.On the basis of field research on six measurement units and four ships of H unit,the article uses interviews to find out the relevant measurement technicians,crew,experts and scholars,and selects measurement technology service outsourcing and chart in H unit chart production.Four PPP cases of sounding groundsheet,measuring ship management outsourcing and hydrological infrastructure outsourcing,analyzing the success and deficiency of PPP in the middle part of chart production,found that H unit chart PPP mode has achieved chart quality and production efficiency improvement,production subject Diversification,production cost reduction,risk sharing,cooperation and win-win results,but there are still problems such as poor financing channels,lack of regulatory system,lack of scientific personnel and property rights system,and lack of risk control mechanisms.By drawing on the other sea area chart outsourcing model,the TeamSurv of the United Kingdom and the Oceanographic and Atmospheric Bureau chart of the groundsheet model,a comparative analysis method is adopted to form a unified policy system and legal norms,relax private sector access,and provide good Policy platform,establish a fair and effective performance evaluation mechanism,establish a standardized and reasonable supervision and management mechanism,establishing an international implementation system for maritime security,establish a reasonable risk distribution principle,build a comprehensive service outsourcing model,and promote groundsheet sounding models and other policy recommendations,with a view to further improving the chart The supply of PPP mode has a reference value.
