In recent years,China's economy has developed rapidly,and the process of industrialization and urbanization has been accelerating.As an important source of power for modern production,energy is increasingly demanding.However,the growth of China's energy supply is far less than the increase in demand,and the energy gap is increasing year by year.At the same time,China's energy efficiency is relatively low,and energy productivity is far less than the developed countries in the West.The traditional energy-intensive development mode has brought enormous energy pressure to China,and the improvement of energy efficiency has become a very most important issue in China's developing process.The research in this paper focuses on energy efficiency and studies both technical efficiency and allocative efficiency.In terms of technical efficiency,this paper firstly reviews the existing literature in detail and points out two major problems in the existing literature: one is the extensive use of one-sided single factor indicators,and the other is in the literature using total factor indicators,there are omission or duplication in the selection of input and output factors,which does not conform to the theoretical basis of production economics and the actual production process.Based on the above comments,this paper modifies the indicator system of total factor energy technical efficiency,with capital,labor,energy and other intermediate inputs except energy as input indicators and total output value and undesired output as output indicators.Using this new indicator system,this paper measures the total factor energy technical efficiency of 30 provinces in China.In terms of allocative efficiency,using the input-output indicator system proposed above,this paper constructs the indicator system of total factor energy allocative efficiency with the price factor included in the research scope.Based on the indicator system,the total factor energy allocative efficiency of 30 provinces in China is empirically measured.Finally,on the basis of the above measurement,this paper proposes some policy recommendations like implementing the energy consumption quota trading system,setting up carbon funds,strengthening energy financial services,and strengthening international cooperation.
