The policy orientations of sharing economy governance include "strong supervision","weak supervision" and "intermediate type".However,these discussions are often entangled in the trade-off between social costs and innovation effects,ignoring the consideration of its evolution.In this way,how to choose governance policies related to the sharing economy is still in a dilemma(Chapter 1).Based on the social network theory,this paper focuses on the social network structure of the sharing economy and its evolution trend,and on this basis,discusses the policy options to deal with this trend.Firstly,we review the possible research approaches to evolution,then propose a social network perspective,and try to construct a framework of public governance policy analysis based on the social network perspective(Chapter 2).Next,this paper analyses the network structure and evolution process of the sharing economy(Chapter 3).The research shows that this phenomenon includes two modes of "information distribution" and "resource distribution",both of which conform to the small-world model and show similar average length,but clustering of the latter is higher than the former.Sharing activities such as neighborhood mutual assistance have isomorphic characteristics with the sharing economy.From the historical perspective,the maintenance of sharing activities depends on two conditions: closeness and stability.The two together determine the scale of the network.With the breaking of closeness and stability,the network appears centralized characteristics.From the theoretical deduction,the sharing economy we are experiencing will show the basic trend of evolution from information distribution mode to resource distribution mode due to the heterogeneity of actors and network imbalance.We can see that the analysis of sharing economy?s social costs is obviously a static equilibrium point of view,and its innovation effect is actually faced with the risk of being reduced by centralization.Researchers pay little attention to the multi-subject interaction mechanism(Chapter 4).In view of this,this paper proposes a new idea of sharing economy governance(Chapter 5).Specifically,firstly,we regard the sharing economy as a dynamic open network;secondly,we pay attention to the actors that may have an impact on the network,including the government,enterprises and social subjects;finally,we give full play to the interaction between actors,so that the governance mechanism presents dynamic characteristics.
