A Study On Precision Poverty Alleviation In Changsha Based On Mass Satisfaction Survey

In November 2013,General Secretary Xi Jinping made a 16-character requirement of "seeking truth from facts,adjusting measures to local conditions,classifying guidance and precise poverty alleviation" when he visited Shibadong Village in Western Hunan.At the end of 2015,when deploying the objectives of the thirteenth five-year plan to tackle poverty,the government formally put forward the "six precise" objectives of poverty alleviation,project arrangement,fund utilization,measures to the household,dispatching people from villages,and poverty alleviation effect.It clearly put forward that poverty alleviation work should be completed by2020,and the "precise poverty alleviation" work has attracted wide attention from all walks of life.Hunan Province clearly demands that the satisfaction of the poor people is the highest standard for fighting poverty.Under the new situation and new requirements,how to comprehensively,objectively and accurately evaluate the situation of precise poverty alleviation in Changsha,and analyze the existing problems through the perspective of mass satisfaction,and make effective improvements in combination with the actual situation has become a very realistic and urgent topic.Based on literature research,questionnaires,field interviews and statistical analysis,this study aims at the current poverty situation in Changsha City,taking precise poverty alleviation as the research object,and analyzing the current situation of poverty alleviation according to the results of mass satisfaction survey.Through the analysis,we find that there are still some problems in the current poverty alleviation work,such as accurate identification,precise assistance and precise management.The main reasons for the problems are poor households' low familiarity with precise poverty alleviation policies,weak project assistance,lax supervision of funds,inadequate participation of the public,and lack of satisfaction orientation of precise poverty alleviation.Through the analysis of the problems,this paper suggests that we should strengthen the policy propaganda and identification process control of precise poverty alleviation from three aspects: policy propaganda,atmosphere creation and standardization of the process.We should coordinate the construction of a large poverty alleviation pattern among policy funders from three aspects: policy assistance,increasing investment and encouraging social participation.We should strengthen the supervision of funds,apply the satisfaction of poverty alleviation and strengthen the application of results.We should standardize management scientifically and improve problems in order to ensure that the masses keep stable and get rid of poverty and become rich.
