In December 2015,the Central Economic Working Conference proposed for the first time: Leading a new normal in economic development with supply-side structural reforms to promote sustained and healthy economic development.Since then,supply-side structural reform has become a hot word in China's economic life,and has attracted worldwide attention and discussion.However,how to view the supply-side structural reform as a new thing in China,the academic world is divided.This article believes that in order to deeply understand China's supply-side structural reform,we must closely follow the basic characteristics of socialism with Chinese characteristics in the new era: namely,the new era,China,and socialism with characteristics.For example,the historical orientation of the new era,the spatial orientation of China,and the national situation orientation of socialism with Chinese characteristics.As long as we grasp these basic characteristics,we can have a deeper understanding of the origin,basis,basic characteristics,and development trends of China's supply-side structural reform.To this end,this article is based on Marxist historical materialism,according to the changes in the main contradictions of society,and according to the principle of close and distant narrative,roughly divides New China into four different historical stages:Pre-reform and opening period,early reform and opening period,late reform and opening period and new era.As a response to the major social contradictions in a particular historical period,the national economic strategy of each historical period is also different.In line with the above historical stages,this article also divides the national economic strategy since the founding of New China into a rationing economic model,a dual-track economic model,demand-side structural reform,and supply-side structural reform.Based on this historically generating perspective,this article explores in detail the historical causes of China's economic strategies in each historical period,the connotation of the strategies,their historical progress,and historical limitations.Based on this,these strategies are further revealed.The logical inheritance relationship between them,this also outlines the main logical structure of this article:In the first part,this article analyzes the economic situation at the beginning of the founding of New China and the situation at home and abroad.It explains the reasons for China's rationing economic reform during the pre-reform and opening up period.Historical progress and its historical limitations.In the second part,based on the objective evaluation of the rationing economic model,this article further analyzes the motivation of the reform of the dual-track economic model in the early stage of reform and opening up.Based on this,it analyzes the connotation of the dual-track economic model reform,and also its historical progress and limitations.The objective evaluation was made,and the dual-track system was a transitional economic model.In the third part,under the market-oriented principle,demand-side structural reforms have emerged.This article continues to explore the causes and connotations of demand-side structural reforms.Similarly,as a historical category,demand-side structural reforms also have Historical progress and historical limitations have raised the need for restructuring demand-side structural reforms.In the fourth part,as an economic strategy to cope with the main contradictions of our society in the new era,China's supply-side structural reform has become the main line of all economic work in our country in the new era.To this end,we have studied the background,connotation,purpose,and tasks of the strategy In-depth discussion of the internal logic of supply-side structural reform.
