According to the report of the 19 th National Congress,the key to the main contradiction in the unbalanced development of social imbalance lies in the vigorous implementation of the rural revitalization strategy and the gradual advancement of agricultural and rural modernization.In the rural revitalization,rural infrastructure as an important content,promoting its development will help provide a certain foundation and support for the healthy development of rural economy and society.However,in fact,in China,the speed of many rural infrastructure construction is not fast and not perfect.The main way of rural infrastructure construction is still the traditional government investment or the state's financial subsidies,and the actual demand for rural economic development is not very good.coordination.Because of the existence of quasi-public welfare characteristics,and the need to invest a large amount of funds in the actual operation phase of the project,the basic characteristics of rural infrastructure and PPP model are very suitable.The development of rural infrastructure through the PPP model can promote the settlement of various problems in rural infrastructure construction in the new era,such as financing difficulties and unsustainability,and accelerate the pace of development.Because domestic and international cases show that the PPP model has many factors related to multi-stakeholder interests,such as: first,its own project risk,followed by the risk of national policy changes,then legal and regulatory risks,and finally It is a hidden risk such as technical risk.Therefore,a comprehensive study on the various hidden risks existing in the PPP project used in the construction of rural infrastructure will help to provide some reference for the development of China's rural economy,further promote China's agricultural development and increase China.The economic income of farmers to achieve the goal of increasing farmers' income is of great significance.This article will comprehensively examine the hidden risks of the PPP model used in China's current rural infrastructure development process.Firstly,the definition and analysis of the concept of rural infrastructure and PPP model are introduced.The theory of public product supply,the theory of actor network,the theory of stakeholder and the theory of information asymmetry related to research problems are introduced.Secondly,it analyzes the hidden risks and their production conditions in the operation of PPP projects,and lays a foundation for the application of rural infrastructure PPP projects;Then,the paper builds a PPP model actor network of rural infrastructure.from all the action subject of rural infrastructure PPP project,paper analyze its risk,and study the formation mechanism of the rural infrastructure PPP project risk by using two case a successful cases and a rectification case to analyze policy law change,design change,uneven distribution of interests,uncontrollable factors resistance results in the formation of risk,influence and control,etc.Then,it analyzes the practices of PPP models in the UK,Canada,Japan and other countries to prevent and control these risks,as well as the experience of our country.Finally,based on the above research conclusions,this paper puts forward effective prevention and control measures to improve China's rural infrastructure PPP model and prevent and control risks of rural infrastructure PPP model.
