The Plight Of Small Farmers In Docking With The Big Market

This paper focuses on an agricultural industrialization project,and tries to understand the classic topic of "smallholder and large market" through the analysis of the specific implementation process of the project.This paper analysis in detail the relationship between the government,enterprises and farmers’ interests and their logic of action during the implementation of agricultural industrialization projects.In order to clarify the action logic of multiple subjects,this paper independently discusses the action strategy of each subject.The research finds that after the rural tax and fee reform,a large number of agricultural back-feeding funds is allocated in the way of "project".Among agricultural projects,the fund of agricultural industrialization projects occupies a high proportion.Therefore,agricultural industrialization project becomes the vital project that local agricultural branch strives for.In the process of agricultural industrialization,local governments also continuously provide support to promotinging enterprises with agricultural industrialization projects,and try to establish the interest connection between farmers and enterprises.In the unlimited market,the agricultural capital "controls" the production and consumption field,constructs a hierarchical and long chain market structure,and occupies the dominant position.In order to strengthen the ability to gain added value,the agricultural capital must extend its logic to the grain market and agricultural production process.The food bank project and the land trusteeship project are designed to make it come true.In perspective of peasant,land and agricultural activities are important resources to enhance autonomy in life.In the process of agricultural production,peasants use all kinds of natural and social resources to build a resource base,give play to the multi-use of land,use non-market channels for agricultural production,to maintain autonomy.There is a fundamental contradiction between the way of agricultural organization of peasants and the way of agricultural organization of capital in the unlimited market.Agricultural capital tries to reduce the market risk and keep risks out of the processing process by scientific and accurate detection approach and pricing method.So it is resisted by peasants.The land trusteeship project which takesland management right as the core is also in contradiction with the peasant agriculture which take the automony as the core.The different ways of agricultural organization make the land trust project difficult to realize.The author points out that there is a fundamental contradiction between the way of agricultural organization of peasants and the way of agricultural organization of capital under the unlimited market.So the policy that promote the connection between small farmers and large enterprises will increase the uncertainty of peasnats’ livelihood.To promote the collaboration of small smallholders with large markets,it is necessary to protect the interests of smallholders and protect the independent operation of peasant.Local productive agricultural services organizations not only provide services to farmers,but also protect farmers’ interests with social networks and Shared values.On the premise of protecting farmers’ interests,it necessary to promote the development of agricultural productive service organizations which are more closely connected with peasants.At present,the gricultural productive public service organizations which Provide service to are relatively weak.It makes it more essential to provide support for the development of productive service organizations.
