Study On Tax Service Management In Quangang District Of Quanzhou City

With the development of economy and the progress of the times,profound changes have taken place in the connotation,the implement method,the management mode and the environment of taxation.The management mode in the past which only focused on collection and inspection of law enforcement was difficult to meet the needs of the society and the public.Tax service management has gradually become the focus and key of tax administration,affecting all aspects of tax work.The report of the Nineteenth CPC National Congress points out that the functions of the government should be transformed,the simplification and decentralization of government should be deepen,the credibility and execution of the government should be enhanced.Especially,China's economy has entered a transitional period.Since 2018,China has implemented an active fiscal policy.Tax reduction and fee reduction have been put in a prominent position,which puts forward higher requirements to the collection,administration capacity and efficiency of tax authorities.Optimizing the management of tax payment service around the "pain point" of taxpayers is an important guarantee for the real tax and fee reduction.Aiming at optimizing tax service management,taking Quanzhou quangang district as the research carrier,this paper analyzes its tax service management concept,organization setup,function orientation and implementation technique through literature research,case analysis,comparative analysis and other research methods.At the same time,on the basis of drawing lessons from domestic and overseas advanced management experience,this paper put forward four suggestions,shaping the concept of tax service management,rationalizing the tax service management system,constructing the tax service management system,and promoting the tax service management innovation which hopes to provide operable reference to the management position,strategy,and new requirements of tax authority.
