Research On Quality Of Levying And Management Of Social Insurance In Panjin

As an important content of social security system,social insurance has many vital features like providing the fundmental living necessities for the crowd,and keeping the society away from chaos.It is conducive to expanding and improving the quality theory of collection and management of social insurance,and can play a positive role in building a service-oriented government and enhancing the service level of government agencies to do the research on quality of levying and management of social insurance.This paper focuses on the quality of collection and management of social insurance,summarizes the collection and management of social insurance in China and Liaoning Province,based on the current situation of social insurance collection and management of Panjin Tax Bureau,according to the quality standards of tax collection and management,uses methods like questionnaires,documents and interviews,analyzes the current situation from four aspects: legal compliance degree,payer satisfaction degree,wastage rate of social security,and collection cost.This paper sums up the problems existing in the current collection and management of social insurance in Panjin,such as incomplete legal guidance,inability to give full play to the advantages of the same management of taxes and fees,poor cooperation between departments,and insufficient staff capacity.Combined with the survey results,analyzes the causes of the problems.Finally,using the theories of inter-departmental cooperation,information asymmetry and new public service in public management,the paper puts forward some countermeasures and suggestions to solve the problems.namely improving the legal system of social insurance,raising the ability of informatization of tax and fee co-management,improving the inter-departmental cooperation and enhancing the quality of tax enforcement personnel.
