Study On The Performance Of Financial Poverty Alleviation In Wulingshan District Of Hunan Province

China has always attached great importance to poverty.Poverty often occurs in areas with inconvenient geographical location,harsh natural environment,backward economic development and lack of infrastructure,and poverty-stricken areas are often connected.In 2010,for the first time,China put forward an important exposition of the areas with special hardship,pointing out that there are 14 concentrated areas with special hardship.It has a wide range of poverty,a deep degree of poverty,weakened the effect of the traditional flood irrigation type of financial poverty alleviation,financial poverty alleviation and other emerging models play an important role in poverty alleviation in concentrated areas.It mainly promotes poverty alleviation and achieve the goal of precise poverty alleviation.Wuling Mountains is one of the areas with concentrated poverty.Studying and evaluating the performance of financial poverty alleviation in Wuling Mountains of Hunan Province and providing countermeasures and suggestions will help to improve the performance level of financial poverty alleviation,accelerate the development of local financial poverty alleviation undertakings,improve the living standards of the poor people,and provide some help for financial poverty alleviation in other areas in China.Firstly,this paper combs the related theories of financial poverty alleviation,then introduces the current situation of financial poverty alleviation in Wulingshan District of Hunan Province,and then chooses 36 counties and cities in Wulingshan District of Hunan Province to evaluate the static and dynamic performance of financial poverty alleviation in Wulingshan District of Hunan Province by using DEA and Malmquist models,and makes quantitative calculation and analysis of the static and dynamic performance of financial poverty alleviation in different regions.Suggestions are put forward for upgrading.The results show that: firstly,because of the weak foundation,there are more counties and cities with low financial poverty alleviation performance in Wulingshan District,Hunan Province,and there is still room for further improvement.Secondly,there are great regional differences in the performance of financial poverty alleviation in Wulingshan District of Hunan Province,showing the distribution characteristics of high in the East and low in the west.Thirdly,the counties and cities in Wulingshan District of Hunan Province can be divided into four categories according to their financial poverty alleviation performance.Differential poverty alleviation measures can be implemented in different regions,such as those with weak foundation,which can be linked to financial poverty alleviation based on industries with regional characteristics.Finally,based on the above analysis,five suggestions are put forward to improve the performance of financial poverty alleviation.
