Research On The Problems And Countermeasures Of Tax Credit Management In Huai'an City

From 2015 to 2020,the number of tax payers in Huai'an City increased from91385 to 1314650,with a multiple growth.However,the tax staff of Huai'an City is facing the reality of serious aging and mass retirement.The existing core tax collection and management capabilities can not cope with the increasing total taxpayer volume.It is urgent to study more efficient and intelligent tax collection and management methods combined with the "Internet plus" tax.Therefore,tax credit management should be developed.As a powerful complement to tax collection and management,it is playing an increasingly prominent role.With the rapid development of data and information technology,driven by the reform of national and local tax consolidation,Huai'an tax credit management organization has been reorganized,and the management subject and process transfer have also changed.By promoting the communication mechanism of provinces,cities and counties with unique characteristics of Huai'an,tax credit management has achieved certain results;however,due to the backward economic development level and the limitation of software and hardware factors in Huai'an,further optimization of tax credit management has fallen into a bottleneck.This paper explores the current situation of tax credit management in Huai'an City by means of interview survey and questionnaire research.It reveals the development process of tax credit management in Huai'an City in three stages.It finds that the effect of tax credit management in Huai'an City is not outstanding,the collection channel of credit information is narrow,the mechanism of information sharing is not perfect,the flow of credit management is not smooth,and the setting of indicators is not suitable The theory and the application of evaluation results are not in-depth.Combined with the beneficial experience of foreign tax credit management,it is hoped that the tax credit management of Huai'an City can be greatly improved by strengthening the taxpayers' sense of identity for tax credit management,building a tax credit legal system,improving the information collection and sharing mechanism,improving the deduction index and process settings,and strengthening the application of evaluation results.
