Study On The Optimization Of Government Procurement Process In Gansu Province From The Perspective Of Public Value

China's Government Procurement not only saves a lot of financial funds,but also plays an active role in creating a fair market environment,promoting anti-corruption,and driving economic and social development.With the rapid development of Government Procurement throughout the country,Gansu Province also actively pursued practice and innovation in accordance with the state's requirements for Government Procurement,creating a new situation.Since the public resource trading platforms were integrated in 2013,Gansu Province has achieved remarkable success in simplifying procedures,reforming supervision patterns,and accelerating the transformation of government's functions.However,there are also many problems and disadvantages.It is significant to summarize its optimization experience and use scientific theories for finding the optimization path of Gansu province,which will have a certain effect on accelerating the realization of the “Four Transformations”.This article takes the Government Procurement Procedure(GPP)in Gansu Province as the research object,using the methods of literature analysis,data analysis,questionnaire surveys and on-site interviews to study the optimization of GPP.The author firstly reviews the connotation of Government Procurement,management strategies,and ways to achieve the objectives of Government Procurement.And then the article explains some core concepts,such as Government Procurement,Government Procurement Parties,Government Procurement Procedure,and Government Procurement Performance,etc.Then,the status and existing procedures of Government Procurement of Gansu Province were elaborated.After affirming the effectiveness,the data analysis,questionnaires,and in-depth interviews were used to explore the problems existing in Gansu Province.Considering the experience and inspiration of Sichuan and Hunan provinces,the article made some analyses.Based on the above experience,in order to optimize the GPP of Gansu Province,the author from the three dimensions “value-capacity-support” madesome suggestions.That is,promoting the consensus on public value of GP to consolidate the value foundation;transforming government functions and improving the society's undertaking efficiency to ensure the enhancement of capacity;and through the optimization to build a mechanism for multi-subject interaction and cooperation.The author hopes to provide useful help for the development and promotion of Government Procurement in Gansu Province.
