Research On High-quality Development Of Policy-based Agricultural Insurance In Hebei Province

Hebei Province is a large agricultural province,and plays an important role in national food security and agricultural industrial restructuring.It is also a province with frequent natural disasters.In order to implement the policy of supporting agriculture and benefiting agriculture by the Central Committee,the Provincial Party Committee and the Provincial Government,Hebei Province started a pilot program of policy agricultural insurance work in 2007.After more than ten years of rapid development,the number of operating entities has gradually increased,the number of subsidies has increased,the scale of insurance premiums has increased year by year,the protection function has become increasingly prominent,the level of services has gradually improved,and underwriting claims have become more standardized.It has played an active role in poverty alleviation and rural rejuvenation strategies,and has provided important risk guarantees for agricultural production in Hebei Province.Although the agricultural insurance work in Hebei Province has achieved certain results,the demand for agricultural insurance market is undergoing major changes with the development of modern agriculture.The current agricultural insurance has gaps in its operational mechanism,service level,and support policies from the actual needs and requirements for high-quality development,and it is urgent to transform and upgrade.In May 2019,the Guiding Opinions on Accelerating the Development of High-Quality Agricultural Insurance was reviewed and approved at the eighth meeting of the Central Committee of Comprehensive and Deepening Reform.It is necessary to closely focus on implementing the rural revitalization strategy and winning the battle against poverty,based on deepening agricultural supply-side structural reforms,promoting the high-quality development of agricultural insurance,and better meeting the growing demand for risk protection in the "agriculture,rural areas and farmers" area.In order to promote the high-quality development of agricultural insurance in Hebei Province,this article takes the development status of policy-oriented agricultural insurance in Hebei Province as the research object,and follows the logical thinking of "finding problems-analyzing problems-solving problems",through national intervention theory,welfare economic theory,information asymmetry and other related theories,mainly use the literature analysis method,comparative analysis method,econometric method and field research method,etc.comprehensively summarized the measures taken and the results achieved by Hebei Province to promote policy-based agricultural insurance.The main problems existing in agricultural insurance are analyzed from four aspects: financial support policy,market operating environment,agricultural insurance service level and operating mechanism.In order to further determine the factors that influence the high-quality development of policy agricultural insurance in Hebei Province,this article uses the depth of agricultural insurance and the density of agricultural insurance to measure the high-quality development of agricultural insurance.From the 2019 agricultural insurance performance evaluation indicators and data,7 indicators with lower scores in cities and counties were selected.The indicators were classified and tested by the Pearson correlation coefficient.This confirms the main factors affecting the development of policy agricultural insurance in Hebei Province.Finally,from the three aspects of constructing the institutional framework for the development of agricultural insurance in Hebei Province,strengthening the construction of the agricultural insurance market system in Hebei Province,and optimizing the financial support policies for agricultural insurance in Hebei Province,this article puts forward suggestions to promote the high-quality development of policy-based agricultural insurance in Hebei Province.
