The Political Economy Analysis Of High-quality Economic Development

Since entering the new normal,the international economic situation has been complicated and changeable.The downward pressure on China's domestic economy has increased.The structural contradictions accumulated over a long period of rapid growth have been exposed.The people's longing for a better life and the imbalanced and inadequate development.The contradictions have also gradually intensified.Realizing high-quality economic development is an inherent requirement for resolving current contradictions,jumping out of the middle-income trap,and realizing the great Chinese dream of the Chinese nation.Therefore,it is very important and urgent to crack theoretically and realistically what is high-quality economic development and how to achieve high-quality economic development.Based on the basic theories and viewpoints of Marxist political economy,this article conducts general research on high-quality economic development on the basis of adhering to a unified method of history and logic.The appearance of high-quality economic development is a development that pays more attention to the improvement of the quality of use value,while the essence is a new value-added method and economic development method driven by knowledge-based labor.The modern scientific and technological revolution,the rapid development of the knowledge economy,and fierce international competition have made knowledge-based labor manifest from potential productive forces to real productive forces and become a universal form of labor.When knowledge-based labor becomes a universal form of labor and knowledge becomes a means of production,the capital structure is correspondingly "softened",and intangible capital,constant capital,and investment in the circulation field are relatively increased;the "soft" capital structure has also led to the sharing of income distribution structures and The industrialstructure is advanced.Under the combined effects of these two adjustments,the quality of knowledge-based labor continues to improve,the organic composition of capital gradually shows a trend of slow decline in fluctuations,and the market structure is more inclined to monopoly competition characterized by differentiation and economic operation.Stability and sustainability have been enhanced,and international competitiveness has been further improved.Based on the analysis of the connotation and mechanism,the main economic characteristics of high-quality economic development are further explored,and ten sample countries are selected(5 countries that have achieved high-quality economic development and 5 countries that have not yet achieved high-quality economic development).Statistical data from 1993 to 2018,and an empirical analysis shows that the high-quality economic development has the economic characteristics of stable economic growth,continuous expansion of the tertiary industry,rapid development of high-end productive service industries,and consumption and innovation that have contributed significantly to economic growth.Finally,based on the current situation of the development of knowledge-based labor in China,we propose policy recommendations to promote the high-quality development of our economy around improving the quality of knowledge-based labor: strengthening higher education reforms and generally improving the quality of knowledge-based labor;promoting equalization of public services and rationalize regional allocation of human resources;building a scientific and reasonable income distribution system to stimulate the enthusiasm and creativity of workers;taking the fourth scientific and technological revolution as an opportunity to accelerate the implementation of the innovation-driven development strategy.
