With the unceasing development of the market economy,the single ownership structure and inherent management system of state-owned enterprises are increasingly putting them at a disadvantage in market competition,and state-owned enterprise reform is imperative.In recent years,state-owned enterprise reform gradually deepen,mixed ownership reform has gradually become an important means for state-owned enterprises to optimize the value chain and enhance their core competitiveness.China Unicom’s reform of mixed ownership has expanded its business layout,optimized the value chain of the enterprise in multiple links,improved its corporate governance structure,improved its operating efficiency,and brought about the enhancement of its core competitiveness and value added.Therefore,analysing the process and effects of optimizing the value chain of enterprises in mixed reforms will help further analyze the impact of mixed ownership reform on the development of state-owned enterprises.Based on the theory of differentiated competition strategy,synergy theory,value chain theory and shareholder activism theory,under the premise of conceptually defining mixed ownership reform and value chain optimization,China Unicom’s mixed ownership reform process is used as a case object to optimize from the value chain.From the perspective of the enterprise value chain optimized by the reform of mixed ownership.The case analysis shows that China Unicom has carried out mixed ownership reforms,introduced a series of strategic investors to supplement resources and funds for the development of the company,and then launched full-scale business cooperation with it.With the help of the Internet business philosophy to develop the company’s business,product development The value chain links such as after sales and marketing have optimized the value chain of the enterprise.In addition,China Unicom has also carried out a series of organizational structure,incentive mechanism and corporate governance structure reform measures in the mixed reform.It has also optimized the value chain of the company in human resource management and corporate governance.Finally,in order to evaluate the effect of value chain optimization in China Unicom ’s mixed ownership reform,the article selects some indicators before and after China Unicom’s mixed ownership reform for comparison,and also selects non-financial indicators such as market response for analysis.The analysis shows that mixed ownership reform Initially optimized the company’s value chain,and also improved China Unicom’s financial status and performance level.In the process of value chain optimization,the introduced strategic investors brought advanced technology and financial support,and also improved the corporate governance structure.The resulting synergy effect played an important role in the value chain optimization process.In addition,the company’s related initiatives in organizational change and incentive mechanisms are also conducive to improving competitiveness.Therefore,in order for state-owned enterprises to make better use of the reform of mixed ownership to optimize the company’s value chain,it is recommended that enterprises select strategic investors that match their own before carrying out mixed ownership reform,and pay attention to the synergy of the value chain.It is also necessary to continuously improve the corporate governance structure,Work hard to strengthen its own strength.
