Land is an important material resource for the survival and development of farmers.As the urbanization process continues to accelerate,after agricultural land is requisitioned according to law,land-expropriated farmers often return to poverty due to employment difficulties,and the land requisition compensation system and social security system have not yet A unified,reasonable and effective connection is formed,and one-time monetary compensation is not sufficient to maintain the living standards of the land-expropriated farmers for a long time.Today,living costs and employment pressures continue to increase.The incident has exacerbated social conflicts,and land-expropriated farmers have become an unstable factor in society,restricting the healthy,stable and orderly development of society.The development and construction of my country's high-tech industrial development zones are continuously accelerating,and at the same time,they have also achieved remarkable results.The construction of the park is inseparable from the support of the land.With the multiple adjustments and changes in the policies related to land acquisition compensation and resettlement,social equity issues have become prominent,and the social security issues of the land-expropriated farmers in the high-tech zone have become urgent social problems to be solved.This article takes Shuangma Town in Xiangtan High-tech Zone as the research object,through literature collection,theoretical analysis,field investigation and other methods,summarizes the high-tech zone based on regional conditions,according to local conditions,the establishment of regional characteristics of land expropriated farmers pension insurance system A series of experiences,exchanging land for social security,determining the insured objects and number of people according to the proportion of land acquisition,entering the pension insurance of urban enterprise employees in the form of flexible employment participation,government and village collectives to provide payment subsidies,and individual contributions are included in the implementation of demolition costs.Certain results have been achieved in solving the social security issues of land-expropriated farmers,which not only ensures the standardization and sustainability of the insurance,but also promotes land acquisition,demolition and project development.However,due to the fact that the historical inheritance of land acquisition policies and social security policies is not mature enough,the social security of land-expropriated farmers in high-tech zones also has a series of new problems such as low security level,weak social security awareness,inadequate risk internal control,and shortcomings in system design.Through layer-by-layer analysis of specific problems and further research on the root of the problem,from the practical and operable point of view of the government,improvement measures and innovative directions are proposed for further improving the social security system for land-expropriated farmers in high-tech zones.First,the government plays a leading role,Completing the shortcomings of the system and improving the social security system;second,revitalizing resources,refining internal control mechanisms,and improving the social security level and service capabilities of land-expropriated farmers;third,coordinating the urban and rural pension insurance system,innovating subsidies,and building a comprehensive urban and rural integration The new system guarantees the functions of labor reproduction in high-tech zones,maintenance of social stability,and promotion of economic and social development,more just and fair protection of the basic lives of the people in the jurisdiction,and the achievement of development benefits all people.
