In order to solve the high risk and low return problem in the Policy Loan service offered to common peasants,which derived from the factor of the lack of enough credit information,net asset,the weak risk-resistance for agriculture and loan amount constrain,the feasibility study on the quantitative measurement of behavior characteristics and its application in deal with the probability of loan loss was conducted.The main work and conclusions of this thesis were as follows: the contradiction between the high risk and low return of agricultural loans and the profit maximization goal of commercial banks determined the rural financial exclusion.The self-strengthening mechanism of Financial Exclusion solidified the imbalance between urban and rural development.The issue of "agriculture,countryside and farmers" is the concentrated expression of this imbalance and its influence.Strengthening financial support and breaking financial exclusion were the necessary choices to realize rural priority development and urban-rural balance.Policy loan offered to common peasants was an effective preferential agricultural policy arrangement proved by theory and practice,but its effectiveness is based on the identification of farmers' pre-loan risk and the effective restraint of repayment after loans being offered.In the absence of normative information and effective guarantees in the conventional sense,based on the general theory,technology and methods of credit risk assessment and the measurable quasi-material characteristics of farmers' social behavior revealed by micro-social capital theory,effective repayment constraints can be formed.Taking Huaian rural commercial bank as an example and based on the data drawing from its financial reports of 2018 fiscal year,this paper empirically studies the impact of farmers' social behavior on repaying loan intention through questionnaire design,investigation and discussion,data processing and analysis.The results shown that the quasi-materiality of farmers' social behavior characteristics could be applied for pre-loan risk assessment and post-loan repayment guarantee,thus achieving the balance between policy objectives and risk control,and promoting the synchronization of policy objectives and bank development.
