Research On The Thought And Path Of Zhejiang-Shanghai Joint Construction Of Free Trade Port

Nowadays,the global economy is facing a profound transformation,the risks of economic development are increasing,and the trend of multiploidization is becoming increasingly apparent.In this context,countries actively implement cross-regional economic cooperation,and vigorously explore and formulate the highest international standard trade rules.The increased international participation and competitiveness of emerging economies has also raised the importance of trade rules to a new level.Countries often establish advanced international trade rules by delimiting special economic function zones.A free trade port is highland for trade openness and platform for exploring the highest international trade rules.China’s reform and opening up has entered a new era,and the gradual disappearance of dividends such as population factors has prompted China to enter a new stage of foreign trade.The focus of development has shifted from the flow of goods trade to the coordination of international trade rules.Therefore,China urgently needs to change its traditional development thinking,start from the international trade rules to realize a new round of reform and opening up,and actively develop a free trade port that suits China’s national conditions.Most of the existing literature focuses on world-famous free trade ports or China’s individual free trade zones,and less literature deals with the regional linkage of free trade zones,and few focuses the follow-up and implementation paths related to linkage.Based on the existing literature,this article takes the China Free Trade Port as the research object.After fully analyzing the necessity and feasibility of Zhejiang-Shanghai linkage,supplemented by simulations,this article focuses on the basic idea of the Zhejiang-Shanghai joint free trade port and implementation paths.This research finds that Zhejiang-Shanghai free trade port has the strategic significance and economic value.This free trade port should be built on the “Lingang New District + Dayangshan Port” space model to create “Three economic platforms”,which are the world-class international shipping center platform,future-spot combined international oil trading platform,and cross-regional linkage digital information platform.In the middle and late stages of construction,it can be expanded to the“Lingang New District + Dayangshan Port + Qushan Port Area”model.Zhejiang and Shanghai should:(1)Build an international shipping center platform through three paths,including the joint development of the river-ocean logistics system,scientific planning of the collection and distribution network,and the construction of a modern shipping service ecology.(2)Build an international oil products trading platform through the creation of an oil spot goods gathering place and the construction of an oil future goods trading platform.(3)Build a digital information platform through the development of a digital government,the construction of smart port infrastructure,and information coordination of digital environment.The research is helpful to refine the definition of China free trade port,and have certain value in research perspective,research theory and policy guidance.
