Research On Improving The Operating Performance Of Basic Pension Insurance Funds

With the new normal of economic development,China's social security cause has developed rapidly and steadily,and people's aspirations for quality of life and a better old age after retirement have also increased.In recent years,people have become increasingly worried about whether basic pension insurance can be fully paid in the future,and there are more and more studies by domestic scholars on how to improve the operating income of basic pension insurance funds.However,research in the field of basic pension insurance fund operation performance is relatively scarce.It is necessary to conduct further research on how to use the performance evaluation method to achieve the safety and profitability of basic pension insurance fund operation.This paper summarizes the relevant research on pension investment operation performance at home and abroad,combined with performance management theory,principal-agent theory and cost-benefit theory,to define the operational connotation and the function of China's basic pension insurance fund,and sort out the investment and operation history of China's basic pension insurance fund and divide it into two stages.With the analysis of the current investment of the operation status and mode of China's basic pension insurance fund,it is found that the operation has problems of low investment income,insufficient internal and external assessment and supervision,and low degree of information disclosure.Through the discovery of the problem,the author believes that the use of performance evaluation methods can achieve effective management and supervision of the operation of the basic pension insurance fund.On the basis of the establishment of a three-level index evaluation system for the operation performance of the basic pension insurance fund,it is proposed that the fund management system should be reformed.Promote its market-oriented operation,strengthen risk prevention and control,and enhance the organization's specialization;establish an external investment manager's assessment and incentive mechanism,and at the same time establish a basic pension insurance fund entrustment agency mechanism;increase investment in major projects,help economic and social construction,it is also necessary to improve the information disclosure system and achieve effective social supervision.
