In the new era,the demand for scientific and technological development in economic and social development is increasingly urgent.Looking to the future,whoever wins in the technology competition and seizes the opportunity will win the future.2010-2017 is precisely the strategic opportunity period for Hunan to build "innovative Hunan",but Hunan Province lacks obvious location advantages and resource advantages,and its technological competitiveness has long been in the second echelon of the country.Therefore,the research on the input and output efficiency of Hunan science and technology can not only objectively evaluate the scientific and technological development level of Hunan Province,but also judge the rationality of the allocation of science and technology resources in Hunan Province,and also draw Hunan through the comparison between regions.The gap between the province and other regions,so that better benchmarking technology input and output high-efficiency regions,narrow regional gaps,rational allocation of scientific and technological resources,and improve the level of scientific and technological development.This study uses the three-stage DEA method to study the efficiency of science and technology input and output in Hunan Province from 2010 to 2017,and between 14 cities(states)in Hunan Province and Hunan Province and 30 other provinces(cities)in the country.The 2010-2017 technology input and output efficiency is compared horizontally.At the same time,combined with the analysis of the input and output status of the 31 provinces in Hunan Province and the whole country,the conclusions are as follows:1.In 2010-2017,Hunan’s science and technology input and output efficiency is in the second echelon of the country,with high efficiency.There is a big gap in the region.2.In Hunan Province,Changsha City is always at the forefront of efficiency,while Zhangjiajie City is at the bottom of the province,and the gap between the provinces is large.3.The reason for restricting the efficiency of science and technology input and output in Hunan Province is that the scientific and technological environment in Hunan Province is not ideal.Finally,based on the research conclusions,this study proposes "to improve the scientific and technological environment in areas with high efficiency and efficiency","develop regional science and technology policies according to local conditions","improve financial and scientific expenditures,optimize resource allocation structure",and "fully exert the integration of Changsha,Zhuzhou and Xiangtan".Policy recommendations for ’radiation effects’ and "building a complete scientific and technological efficiency evaluation mechanism".
