Study On The Countermeasure Of Promoting PPP Model By Innovation And Specification

The article studies the countermeasures of promoting the PPP model with innovative norms,and aims to solve the problems existing in the PPP model in China.The essence of the PPP model is the structural innovation of the infrastructure and public service supply system,and it breaks through the boundary between government monopoly and full marketization,and forms a mixed ownership form between public ownership and non-public ownership.This round of PPP boom in China began with the “allowing social capital to participate in urban infrastructure investment and operations through franchising and other means” mentioned in the Third Plenary Session of the 18 th CPC Central Committee in 2013.Today,China has become the world’s largest PPP market.At the same time,PPP has gradually exposed many problems during the rapid advancement of our country.As a result,the theoretical value of PPP has been weakened,which has restricted the sustainable development of PPP.Therefore,it is urgent to solve the problems existing in China’s PPP model.The article adopts research ideas of raising,analyzing,and solving problems,and uses literature analysis,statistical analysis,and comparative analysis to identify problems existing in the process of implementing the PPP model in China,and then analyzes them,drawing on the beneficial experience of foreign countries and drawing on China’s based on the actual situation,it puts forward specific suggestions on how to crack the PPP’s dilemma.Through the research on the above content,the main research results obtained in this thesis : firstly,the meaning of the PPP model are defined;secondly,there are 5 firstlevel indicators and 16 second-level indicators that identify problems in PPP in China;thirdly,it summarizes the experience that PPP practices in foreign countries such as the United Kingdom,Canada,and Japan can learn from;and then proposes the path of innovation and regulation to promote the PPP model,that is,the implementation of institutional innovation,governance innovation,establishment of normative concepts,establishment of normative processes,and establishment of normative contracts;finally,in view of the problems existing in PPP in China,corresponding countermeasures are proposed from five aspects: improving the PPP legal system,creating a good credit environment,improving the PPP market access and exit mechanism,improving the PPP supervision mechanism,and innovating PPP project financing arrangements.The article holds that although PPP is facing some problems,it should not be discarded,and we should not only see the problems,but also see the opportunities.Facing the future,PPP needs continuous innovation and should be promoted in a standardized way to achieve higher quality development.
