Cities are the center of political,economic and social development.Cities shape and define our modern society.However,cities activities impact is felt across the world.Cities no longer give shape only to States,but to the entire world.Cities face significant environmental challenges.Therefore,sustainable development plays an important role in the strategy of cities since it is believed that it is a paradigm on which rest the aspirations of finding a balance between economic development and environment protection.This research proposes to investigate how cities aims to conciliate economic growth and environmental quality through a literature review,the use of mixed approached method and a comparison case.In the first part of the investigation the theory of development is explained,as a complement the concepts of sustainable development and urban sustainable development are also explained.The study of Shanghai and Tokyo is exposed,firstly,the energy situation and environmental challenges faced by both cities are addressed.Subsequently,environmental governance at the local and national levels.Finally,a comparison is made between both levels in order to appreciate how the adaptation of sustainable development policies is,how both cities are adapting their environmental policy to meet sustainable development with the national objectives of environment,what differences are there and what can we learn from both experiences and it will be possible to appreciate how cities are responding to environmental problems Thorough the study of both cities will be possible to determinate if it is necessary to apply different kinds of thoughts or strategies regarding economic growth,development,management,at the time it makes a reflection regarding development and sustainability.
