Study On The Countermeasure Of The Urban Water Supply Price Reform In Liaoning Province

As an old industrial base in Northeast China,Liaoning has made a great contribution to the socialist construction of our country over the past 40 years.However,Liaoning has long been used as a way to promote economic growth by resource exploitation and industrialization,and at the same time,it has paid a painful "price".The exhaustion of natural resources and the destruction of ecological environment make Liaoning face the dilemma of achieving modernization and its growth goals,which is limited by resource supply capacity and carrying capacity of ecological environment.Water resources is the human survival and social development important basic natural resources and strategic economic resources,although after 30 years of efforts,significant progress has been made in the reform of China's price,price,price and other factor prices are gradually straighten out,but the water resources due to the policy of low price for a long time,the price reform is slow.Liaoning Province in 2000 has also gradually promote the city water price reform,but the reform has many shortcomings in the development of water resource price,the government still exists and the market boundary is not clear,the "dislocation" "offside" and"Absence" phenomenon,which leads to the problem of the price system is not perfect,the pricing mechanism is not smooth,the price level is not reasonable so,the need to further deepen the reform of water price.In view of this,this paper studies the urban water price reform in Liaoning province.This paper adopts literature research method,comparative analysis method,empirical analysis method,based on the theory of water resources,water resources value and the related concepts and pricing of public goods theory,property right theory,modern price theory,development process and the status quo of water price reform system combing the city of Liaoning Province,analyzes the existing water price reform of the current city Liaoning Province,mainly including:the overall price level is low,the price system is not perfect,the price formation process is not reasonable,lack of government investment,the reform of the management system of water business is slow.The causes,further analysis of these problems mainly include:water non commodity attribute and city water supply network monopoly,Liaoning long-term non balanced economic development strategy of the institutional mechanisms,investment mode and the government pricing mechanism is not flexible,supporting reforms lag etc..Through the study,the Liaoning province for the existing city water supply price and the causes of the problems,through the comparison of successful experience with the foreign representative of the city of London,Singapore water price management,points out the significance,from the target,the water price reform principles and ideas,reform plan,with a set of security measures from three aspects to put forward countermeasures and suggestions to further deepen the water price the reform of the city of Liaoning Province,with strong operability.This study hopes to provide references for government decision making departments to formulate and manage the price of urban water resources and promote relevant reforms,so as to provide reference for other provinces or cities in water pricing reform.
