Study On The Problems And Countermeasures Of Budget Performance Management Of W Custom In Southern Jiangsu

Since the beginning of the new century,Performance-oriented budget management reform emerged in many OECD(organization for economic cooperation and development)countries.With the advent of the "new normal",budget performance management construction has entered a period of rapid development.In 2018 our country issued "About the views of the full implementation of the budget performance management",the revised "budget law",a clear "responsibility for spending money,accountability commitment for spending money foolishly".The fourth plenary session of the 19th central committee of the communist party of China(CPC)on Oct.31,2019 also called for improving the budget system with scientific standards,standardized standards,transparency and strong constraints.Over these years,in the process of superior guidance and self-exploration,the budget performance work of W custom in southern Jiangsu has been continuously promoted,and the budget performance management has been deeply rooted in people's hearts.In the budget performance evaluation system on consciousness raising,performance management has made certain progress,realize the participation and the basic goal of the budget management committee.However,in the specific implementation process of budget performance management,there are still shortcomings in the aspects of scientific compilation,participation coverage,implementation availability,local contribution,audit professionalism,and information disclosure,which affect the further improvement of the budget performance management level of W custom in southern Jiangsu.How to improve the performance of W custom in southern Jiangsu budget management level has become the focus of the senior leaders of the customs.In this paper,we analyze the current situation of budget performance management in W custom in southern Jiangsu,and analyze existing problems of the budget performance management problems in W custom in southern Jiangsu as well as the causes,and put forward to strengthening the W custom in southern Jiangsu budget performance management,strengthening the budget performance result applied,increasing the application of the budget performance countermeasures,in order to help the customs to optimize the budget performance management system.
