| Inner Mongolia is one of the provinces with the largest area of deserts and desertified land in China.In recent years,the autonomous region regards the ecological industry in the desert area as a strategic industry,which has gradually become a highlight of the regional ecological economy.Making full use of modern science and technology is the core and fundamental of the ecological industry in the sand area.The performance of technology input is related to the application and continuation of the technology of the ecological enterprises in the sand area,and plays an important role in promoting the comprehensive competitiveness of the ecological enterprises in the sand area.Based on the financial data and technical input-output data of the ecological enterprises in the western desert area of Inner Mongolia obtained from the field survey,this paper first evaluates the economic performance of the technical input by using the non parametric DEA and Malmquist index model from the perspective of the micro enterprises,and then uses the fuzzy comprehensive evaluation method to grasp the overall performance of the technical input of the ecological industry in the desert area from the macro perspective Body level.The final results of this paper are as follows:(1)the overall level of technology input efficiency of the ecological industry in the sand area is low,and most of the ecological enterprises are in DEA invalid state.From 2016 to 2018,the comprehensive efficiency of technology input of ecological enterprises in the sand area is in the range of 0.441-0.478,the pure technical efficiency is in the range of 0.566-0.613,the scale efficiency is in the range of 0.723-0.762,and the vast majority of enterprises are in the stage of increasing scale efficiency.Low pure technical efficiency is the main reason for low comprehensive efficiency of technical input.(2)From 2016 to 2018,the technological input performance of ecological enterprises in the sand area showed an increasing trend,with an average annual growth of 29.20%.Technological progress is the main reason to promote the performance growth of technological input.(3)Using the fuzzy comprehensive evaluation model to evaluate the comprehensive performance of technology investment,the result is "good",which shows that the comprehensive performance of technology investment is considerable and can continue to invest in development.(4)Based on the evaluation results of economic performance and comprehensive performance of technology investment,the key factors that restrict the performance of technology investment are further identified,including profitability,investment income,use of characteristic resources,environmental improvement and policy support.At the same time,from the perspective of input-output,pure technical efficiency and technological progress are also the key factors restricting the performance of technical input.Based on the above research,this paper puts forward five suggestions:improving the profitability,enhancing the core competitiveness;controlling the risk of technology investment,improving the income of technology investment;paying attention to the development and utilization of characteristic resources and the improvement of ecological environment;improving policy support,strengthening the responsibility of the government;strengthening the level of technology management,paying attention to the progress of science and technology. |
