Land is the foundation of people's livelihood,the foundation of development,and the source of wealth.It is related to the success or failure of the country.Since the establishment of the People's Republic of China,the abolition of the feudal land system has promoted the rapid development of China's agriculture.The contracted production of households in Gang Village has further promoted the prosperity of the rural economy;with the rapid development of modern science and technology,China is in a critical period of comprehensively advancing agricultural modernization.A large amount of agricultural development funding demand has spawned innovative rural finance to serve agricultural development.The urgent need for rural land contractual management rights mortgage loan pilot policy came into being.This article is mainly divided into seven parts.The first part is an introduction,which briefly elaborates the background of the topic selection and research methods,etc.,and sorts out the relevant literature at home and abroad according to the research focus,and theoretically summarizes the research situation.The second part of related concepts and theories,briefly elaborates the concepts of agricultural land finance and rural land contractual management right mortgage,and briefly introduces agricultural land financing theory and transaction cost theory.The third part is the analysis of the development status,starting with a brief introduction to Taojiang County,combining the content of the symposium of relevant management units and the analysis of typical cases,and specifying the pilot situation.The fourth part of the pilot implementation effect analysis,through the establishment of personal conditions,family conditions,pilot policy effects,factors affecting farmers,pilot loan characteristics of five aspects,conduct a field questionnaire survey on the implementation of the pilot policy of Taojiang County,in the data collection,visit communication In the process,the problems in the pilot were found,and the farmers 'true responses to the pilot policies were understood.The fifth part draws lessons from domestic pilot experience,through the summary of the characteristics of loan models in Changde Hanshou County and Tongxin County in Ningxia,and learns to refer to relevant experience and practices.The sixth part of the countermeasures and suggestions,on the basis of summing up the problems in the pilot,provide an intentional pilot summary for the development of rural land contractual management right mortgage loans in Hunan Province.The seventh part of the conclusions and prospects further summarizes and explains the direction of follow-up research.
