Evaluation And Optimization Of Land Reserve Development And Operation Mode In Beijing

China's land reserve has achieved good results in standardizing the land market,strengthening land regulation,and accumulating funds for urban construction.However,the new situation of the government's development orientation transformation and the new changes in debt management and other policies have raised new demands for the operation mechanism of Beijing's land reserve.Based on the qualitative analysis of the system and operation mode of land reserve,this paper establishes and evaluates the evaluation index system of Beijing's land reserve development effect through Delphi method and analytic hierarchy process.Based on the analysis of the existing problems,this paper puts forward Suggestions on the optimization of the operation mode of Beijing's land reserve.The main contents and conclusions of this paper are as follows:(1)Beijing municipal land reserve development and operation system: Beijing municipal land reserve development is a land development management and control behavior led by the government.With the continuous improvement of the system,the operation mode of overall planning of municipal government departments,with reserve institutions as the main body of supervision,and specific implementation under the command of district governments has been formed.It mainly includes four aspects: plan approval,procedure handling,fund raising and concrete implementation of expropriation,demolition and municipal construction,reserve and supply.(2)Evaluation of the operation effect of land reserve in Beijing: in recent years,municipal land reserve operation in Beijing has achieved a certain effect,in terms of structure,land reserve and development for the development and utilization of land resources has a very good control effect,promote the development of land market,effectively support the fiscal revenue,and to achieve a good ecological benefits,has certain social benefits;However,as time goes by,the difficulty of land development and control becomes more and more serious,economic and social benefits decline,and ecological benefits gradually emerge.(3)existing problems in the development of Beijing's land reserve: the limitations of land reserve institutions,the relatively cumbersome development procedures,and the lack of financial security lead to the increasing difficulty in the development yearby year;Intensive and economical use of land,coupled with the impact of financial policies,land income declined;Public service facilities failed to be implemented synchronously,and housing price controls were inadequate.The protection of farmland and other land resources needs to be strengthened.(4)Suggestions for optimizing the operation mode of Beijing's land reserve: to improve the reserve institution,establish the land reserve administration committee;In terms of funds,financial funds are fully guaranteed and regional coordination of costs is carried out.We will expand the source of financial funds by introducing a real estate tax on a trial basis,reducing the amount of income to be calculated and withdrawn,and expanding the financing channels.Deepen the land resources consolidation mode,strengthen the land development overall planning ability;Establish supervision and evaluation mechanism to consolidate the implementation effect and improve the efficiency of management.
