With the globalization of economy and the implementation of the "One Belt,One Road" initiative and the "going out" strategy,China,s foreign direct investment has entered a stage of rapid development.The scale of China's foreign direct investment has been expanding and the region has become more and more extensive.The technology spillover of investment has become an important way to promote China's technological progress.Therefore,while absorbing foreign direct investment,how to effectively use the reverse technological advancement effect of foreign direct investment is very important to improve the country's independent innovation capability.Through the combination of literature analysis,qualitative analysis and quantitative analysis,as well as the research method of double demonstration and the latest One Belt&One Road results,this paper deeply studies the current situation and optimization countermeasures of China's OFDI.Firstly,the theory of OFDI and technological progress and related researches at home and abroad are systematically introduced.Secondly,by analyzing the current situation of OFDI and technology level in China during the 16 years,especially since the policy of One Belt And One Road was put forward,it provides a theoretical basis for OFDI to influence technological progress.Thirdly,the three mechanisms of OFDI's influence on China's technological progress are analyzed in detail,and the realization paths of two types of OFDI's influence on China's technological progress are studied in detail.Finally,the panel data of the seeond and third industries of China's OFDI from 2006 to 2017 are adopted in the Chinese statistical yearbook.Three control variables are selected to construct the Panel regression model.Empirical analysis is carried out according to the selected variables to test their effects.The empirical research finds that the investment subject presents a diversified pattern,and the distribution of investment location gradually shifts from developing countries to developed countries.In terms of technological progress in China's secondary industry,foreign direct investment plays a positive spillover role.In addition,foreign countries directly Investment,R&D capital stock and total import and export volume also have positive technological progress effects;in technological progress,R&D human capital and absorptive capacity will play a positive negative role,and industries with more external capital stocks will have a positive impact on Chinese industrial technology.The impact of progress is low.Combined with the conclusions of empirical analysis,this paper proposes the following suggestions:It is necessary to continuously increase investment in science and technology research and development,pay attention to the introduction and development of human capital of Chinese enterprises,introduce more sophisticated talents,and strengthen the training and development of technical talents.For foreign direct investment based on the purpose of seeking technology and resources,industrial selection should be inclined to invest in high-tech industries(especially knowledge-and technology-intensive industries)in developed countries,expand investment scale,increase investment diversification and innovation.
