Since the reform and opening,China has realized rapid expansion of its economic scale by investing heavily in labor,capital and other factors,and has become the world's second largest economy.However,behind such rapid development,a series of problems,such as imbalance of supply and demand structure,overcapacity,industrial structure have become increasingly prominent,and overcapacity has always been a chronic disease affecting economic development in China.Since 2009,China has experienced the fourth round of overcapacity.The"one-size-fits-all" governance policy issued by the early government has not alleviated overcapacity,but aggravated the problem of overcapacity.And China's industrial overcapacity has seriously hindered the high-quality economic development,industrial structure optimization and adjustment,and the transformation and upgrading of industrial enterprises.The 18th national congress of the communist party of China(CPC)explicitly stressed that scientific and technological innovation should be at the core of China's overall development,and we should stick to the path of independent innovation with Chinese characteristics.The Development Research Center of the State Council also pointed out that innovation is the fundamental way to solve overcapacity.As the strategic position of innovation becomes more and more important,how to choose appropriate innovation models according to the development characteristics of each place has become an important issue in academic and practical governance.From the point of view of existing research,scholars pay more attention to the impact of independent innovation and imitative innovation on productivity,export and economic growth.Few literatures directly study the relationship between independent innovation and imitative innovation and overcapacity,and explore the two innovation modes in different development environments on productivity.The literature on the difference of excess impact is even rarer.Therefore,this paper will focus on the analysis of the mechanism between independent innovation,imitative innovation and excess capacity,investigate the impact of independent innovation and imitative innovation on capacity utilization under different factor endowment structure,economic development level and institutional environment,and study the difference between the two.This research not only conforms to the current strategic background of innovation-driven development,but also conforms to the actual situation,providing a new way to solve the problem of overcapacity more effectively.Based on the existing literature,this paper first analyzes the mechanism between the two innovation modes and capacity utilization from the supply side and the demand side.Next constructs the transcendental logarithmic production function to measure the capacity utilization rate,and uses statistical yearbooks and other databases to measure innovative modes and other variables.Then,use the threshold panel model to examine the impact of independent innovation and imitative innovation on productivity utilization under different factor endowment structure,economic development level and institutional environment.To investigate the reliability of the results of this study,this paper changes the measurement methods of independent innovation and imitative innovation to re-test the threshold effect.Finally,this paper comes to some conclusions and policy recommendations.The conclusions of this paper are as follows:Firstly,this paper measures the productivity utilization rate of provinces and cities from the supply side and demand side.The data show that the overall trend of productivity utilization rate in China conforms to the change of economic development cycle,and the productivity utilization rate in central and Western regions is significantly smaller than that in eastern region.Secondly,based on the data of provinces and cities in China from 2002 to 2016,the benchmark panel model and the threshold panel model are established respectively.The research results show that:Under the different development stages of factor endowment structure,economic level and institutional environment,the effects of independent innovation and imitation innovation on capacity utilization have obvious nonlinear threshold effects.With the continuous upgrading of the factor endowment structure,the effect of independent innovation to resolve overcapacity has been exerted,and the positive relationship between imitation innovation and capacity utilization has changed from significant to insignificant.After crossing a certain level of economic development,independent innovation is significantly conducive to the improvement of capacity utilization,and imitative innovation has changed the capacity utilization from a facilitating effect to a restraining effect.The technological innovation model and the institutional environment have evolved together.With the improvement of the institutional environment,the promotion effect of independent innovation on capacity utilization has gradually emerged,and the negative relationship between imitation innovation and capacity utilization has become increasingly apparent.Thirdly,in order to test the reliability of the empirical results,this paper changes the measurement method of independent innovation and imitative innovation,and constructs the threshold panel model again.The empirical results are consistent with the above.Based on the theoretical mechanism discussion and empirical model test,this paper puts forward policy suggestions on how to solve the problem of excess capacity more effectively from the perspective of appropriate technological innovation mode.
