Research On The Strategy Of Developing And Strengthening The Rural Collective Economy Under The Background Of Rural Revitalization Strategy

The report of the 19 th National Congress clearly stated: "deepen the reform of rural collective property rights system,protect the property rights and interests of farmers,and strengthen the collective economy." The development of rural collective economy has a very important practical significance for increasing farmers' income and promoting rural revitalization.The implementation of the household contract responsibility system has stimulated the vitality of the rural economy,made the rural economy generally develop,and played an obvious role in the two-tier management system.However,at present,the level of urban economic development is far higher than that of rural areas,and individual farmers can't occupy an advantage in the fierce market competition.We need to better play the role of "unification" in the double-layer management system,organize the scattered farmers,develop the rural collective economy,and realize the "second leap" of the rural economy.In recent years,many areas of the country have begun to promote the development of rural collective economy,but many villages still do not have operating income or low income of collective economy,there are many problems hindering the development of rural collective economy.Under the strategic background of rural revitalization,it has become an urgent problem to identify the limiting factors that affect the development of rural collective economy and find out relevant countermeasures to steadily promote the healthy development of rural collective economy.This paper collects a large number of data and typical cases about China's rural collective economy.Combined with field research and in-depth interviews in some rural areas,it makes in-depth analysis and summarizes the development process,current situation,problems and related constraints of China's rural collective economy.Based on the research results of domestic and foreign scholars on the rural collective economy,combined with some successful practices and ideas,this paper puts forward strategies to develop and strengthen the rural collective economy.This paper holds that in the context of the strategy of rural revitalization,to develop the rural collective economy,we should start from the following aspects: first,we should make a comprehensive development plan from top to bottom,and use the plan to guide sustainable development;second,we should deepen the reform of the property right system of rural collective assets and make clear the property right of collective assets;third,we should improve various management systems and improve the working system of rural economy;fourth,we should make a comprehensive plan Fifth,we should increase policy support in capital,technology and other aspects to ensure development.
