Research On The Improvement Design And Implementation Of JY Financial Centralized Payment System

Since 2002,the ministry of finance in China start "JinCai Project" up to now,the financial departments of each area have been implemented in accordance with established procedures and requirements,shall be examined and approved in the budget unit after the submission of payment application,all the money from financial accounts would belong to the unit directly paid to its designated individuals or the provider of goods and services,rather than through the transfer budget unit.This flexible form of financial capital payment is called the financial centralization payment.The Treasury centralized payment ruanagement information system as the bearer of such a mode of centralized payment,is to specialize in finance users,the flexibility to adapt to the Treasury centralized payment business,realize the centralized payment all fiscal fund flexible,efficient and safe advanced information system platform.With the eulargement of the scope of Treasury centralized payment system reform,Treasury centralized system becomes increasingly defects on functionality and performance,to a certain extent,restrict the further advance of reform of Treasury centralized payment.According to the JY centralized financial payment system in use now,this paper describes this management information system in detail,then expounds the working process and actuality of this information system.In view of the existing problems,and with the application of information system development methods,the JY centralized financial payment system was required to improve,on the basis of demand analysis,this paper also describes the function of the system architecture,and expounds the fimctions of the system requirement.After all thisare done,this paper carried out research about implementation of the project's schedule,cost,quality and risk.The improved design and implementation of JY centralized financial payment system will be a strong driving force for the fiscal centralized payment reform in JY district,which will further improve the efficiency and quality of local financial work.
