Research On Performance Appraisal Management Of Municipal Branch Of Agricultural Development Bank Under The New Normal

On May 2014,general secretary Xi Jinping in Henan study stressed that China’s development is still in an important period of strategic opportunities,we must strengthen confidence,starting from the current features of China’s economic development,adapt to the new normal,maintain a normal state of mind strategy.China economic new normal,is a sign of Chinese entered a new stage of economic development,but not is caused by the international financial crisis,the "new normal",always in the policy operating range of national macroeconomic policies permit,fundamentally conducive to a comprehensive deepening of reform,is conducive to the economic development of the transformation and upgrading of China.The "new normal" has following characteristics:one is from high growth to the rapid growth;the second is the optimization and upgrading of economic structure,the tertiary industry,consumer demand has gradually become the main,gradually narrowing the gap between urban and rural areas,the proportion of residents’ income rises,the fruits of development to benefit more people;third,investment driven from the factor driven to innovation driven.Chinese Agricultural Development Bank of China is the only agricultural policy bank,how under the new normal,to explore a set of agricultural policy banks,especially the level of the performance management system,performance management and innovation,rapid response to the needs of the market,is an important guarantee for the agricultural policy bank agricultural development office a full of vigor and vitality with the characteristics of China.Through the research on the agricultural development banks China performance management problems,especially the basic performance evaluation problems,explore a set of suitable policy bank performance management system is of great significance.In this paper,through empirical analysis,comparative analysis and logical reasoning method,through individual interviews,questionnaires,reading documents and query data,from the Agricultural Development Bank’s external environment,change power,resistance of the agricultural development in the performance management problems were analyzed.Then,using the basic theory of performance management and change management,combined with the actual organization and management conditions and characteristics of Agricultural Publishing Company,this paper puts forward the Countermeasures of performance management reform of Agricultural Publishing company.
