Technology-based SMEs are the participants of national innovation activities.They play an important role in the implementation of national technology innovation strategy and make important contributions to the development of national innovation activities.However,small and medium-sized enterprises lack sufficient funds for R&D and production,and technological innovation activities need more financial support because of its high risk,long cycle,uncertainty of innovation results and other factors,in order to fully realize the process of marketization and commercialization,and occupy a higher monopoly of innovation results.The so-called innovation monopoly is the ability of enterprises to protect innovation achievements from being imitated and occupying innovation profits.The innovators are not necessarily profiteers.The degree of innovation monopoly is closely related to the innovation performance of enterprises.Therefore,innovators are not consistent with the ultimate beneficiaries of the market,which is related to the choice of exclusive tools by technology-based SMEs.As the name implies,the exclusive tool is a kind of "use tool",which is a protective way for enterprises to prevent the leakage of innovative achievements and reduce the innovative revenue.It solves the phenomenon that the innovative revenue can not be exclusive.Exclusive tools are used spontaneously by enterprises and are used in various innovative production and business activities of enterprises.They have various forms.They can exist in the form of external codability,such as patents,or in the form of concealment,such as trade secrets.In view of the above problems faced by small and medium-sized technological enterprises,the government and the market have taken corresponding measures,namely,government subsidies and venture capital activities.However,while the government and the market provide support and help for small and medium-sized technology-based enterprises,they also face the phenomenon of innovation spillover.The openness of government subsidy measures makes the innovative behavior of small and medium-sized technology-based enterprises codeable,and the innovative achievements of enterprises are forced to be made public to the public,which makes enterprises lose certain advantages in the first place,increases the possibility of being imitated by competitors,and at the same time,breeds the occurrence of patent trading and other acts.Venture capital activities make it easy for external enterprises to obtain core secrets of enterprises,which has a certain impact on the business management behavior of enterprises and reduces the possibility of enterprises benefiting from innovation.Therefore,technological SMEs will independently choose various exclusive tools to protect their innovation activities according to the actual situation.Based on previous studies,this paper divides them into IPRs exclusive tools and non-IPRs exclusive tools.Due to the different ways of capital subsidies received by various enterprises,the choice of exclusive tools is also different.Therefore,the study of the impact of venture capital and government subsidies on SMEs' choice of exclusive tools can help SMEs quickly cope with the foreseeable future risks,select appropriate exclusive protection tools according to the actual situation,reduce the occurrence of information leakage,and better protect their innovative achievements.From the perspective of government subsidy and venture capital,this paper studies the influence of government subsidy on the choice of exclusive tools for small and mediumsized technology-based enterprises,in which government subsidy is divided into financial subsidy and tax preference,in which innovative influence is added.Through reviewing the literature on government subsidies and venture capital at home and abroad,this paper puts forward relevant assumptions,builds independent variables,dependent variables and control variables on the basis of assumptions,sets up regression analysis model according to variables,and formulates corresponding questionnaires according to the list catalogue of small and medium-sized technological enterprises issued by the Ministry of Science and Technology of China,and conducts a questionnaire survey.The questionnaire data of the sample enterprises from 2016 to 2018 are obtained.The empirical analysis of the above effects is carried out by using the data obtained from the questionnaire and the method of multivariate statistical regression.Finally,the corresponding conclusions are obtained and the feasible suggestions with practical nature are put forward.Both government subsidy and venture capital have a positive impact on the choice of IPRs exclusive tools.The effect of government subsidy on the choice of non-IPRs exclusive tools is not obvious,while venture capital has a negative impact.The more innovative,the greater the impact on the choice of non-IPRs exclusive tools.This article is divided into five chapters.The first chapter is the introduction,which mainly introduces the background of the research content and the theoretical and practical significance of the research results,and briefly expounds the research content of this paper,as well as the innovations of this paper which are different from those discussed in the past;the second chapter involves the definition of relevant concepts and literature review;the third chapter is the theoretical analysis hypothesis and research design,including the presentation of relevant hypothesis,samples.Chapter 4 is empirical analysis,which tests the reliability and validity of the results of the questionnaire and describes the analysis.Statistical analysis method is used to verify and analyze the hypothesis of Chapter 3 and explain the results.Chapter 5 is the conclusion and suggestion of the research,which is mainly based on the empirical analysis of the fourth part.The results are analyzed and summarized,and the results corresponding to the hypothesis of Chapter 3 are obtained.Based on the existing results,we put forward substantive suggestions for existing enterprises.At last,the defects of this study are analyzed and discussed,which provides feasible suggestions for future research.
