Research On The Production And Operation Efficiency Of Agricultural Products Processing Industry In Hubei

The farming industry is a key link connecting the integrated development of the three industries of agriculture and countryside,and it is a vital civilian production industry which promotes the development of the national economy as well.The agricultural resources in Hubei Province are abundant and have excellent quality,and the development of farming industry has a high comprehensive advantage.Since 2009,Hubei Province has actively carried out the “four batches” project,and Hubei has committed itself to the development of farming industry in combination with the province's advantages in water,land and species resources,thus making significant contributions to the regional economic development of Hubei.The efficiency of farming industry is one of the important indicators to measure the development of farming industry.Evaluating the production efficiency of the farming industry in Hubei Province as well as studying its influence factors can reflect the development status and existing problems of the farming industry in Hubei Province more accurately,thus providing empirical evidence and recommendations for the government,which aims to promote the development of farming industry.Based on the theory of the industry value chain of agricultural products,this article clarifies the realization logic of production and operation efficiency of farming industry,analyzes the mechanism of farming industry's effect on the profitability of agricultural product production,and discusses the development status and existing problems of farming industry in Hubei Province.In empirical research,taking the overall farming industry and each sub-industry in Hubei Province as samples,the relevant data of farming industry in Hubei Province from 2007 to 2017 were selected,and data envelopment analysis(DEA)and Malmquist index methods were applied to evaluate and estimate the production and operation efficiency of farming industry in Hubei Province from the aspects of pure technical efficiency,scale efficiency and comprehensive efficiency.Comparing the two periods of 2007-2011 and 2012-2017,this article further analyzes the total factor productivity index,technical efficiency index,technical progress index,pure technical efficiency index and scale efficiency index of the farming industry in Hubei Province,and analyzes the influence factors of production and operation efficiency of the farming industry in Hubei Province combined with Tobit regression model.The research conclusions include: First,from 2007 to 2017,the average technical efficiency,scale efficiency and comprehensive efficiency of Hubei's farming industry are 0.986,0.953 and 0.939 respectively.Under the current level of technology andresource allocation,the efficiency of resource investment by all parties of the farming industry in Hubei Province is null and void,and there is still a certain gap between the current production scale and the optimal scale under the current management level.Second,there were six years of technical efficiency index above the TFP exponential curve from 2007 to 2017,and the technical progress index was only four years.Additionally,comparing the year 2012-2017 with 2007-2011 in terms of total factor index,technical efficiency index,scale efficiency index and pure technical efficiency index,the year 2012-2017 have declined in all the above aspects,and the technical progress index has remained the same,which shows that technical efficiency determines the growth and change of TFP.Third,due to the increase in production costs and the low level of technical management,the comprehensive factor utilization rate of the farming industry in Hubei Province is low,and the scale efficiency can not be controlled at the optimal production scale level.Therefore,this article takes the efficiency value of the farming industry in Hubei Province as the dependent variable and analyzes the influence factors which affect the production and operation efficiency of the farming industry in Hubei Province.Furthermore,the article proposes reasonable expansion of industrial scale and improvement of production efficiency;control of physical capital investment and reduction of production costs;increase of investment in scientific research,and emphasis on the cultivation of high-tech talents and other relevant policy measures.
