In recent years,China-Germany economic and technological cooperation has formed a comprehensive,multilevel,and wide-ranging cooperation pattern,and is now in a new stage of accelerated upgrading.Against the background of the continuous deepening of Sino-German economic cooperation,the Sino-German Industrial Park,as the main carrier of economic cooperation between the two countries,is developing rapidly and gaining more and more social attention.In this context,the Foshan Sino-German Industrial Service Zone was officially listed in 2012.As a major cooperation platform and transformation and upgrading engine for Guangdong Province,its goal is to connect with "Made in Guangdong" by introducing Germany's developed industrial service industry and its service outsourcing industry.Promote its transformation and upgrading.At present,the Foshan Sino-German Industrial Service Zone proposes that the current strategic goal is to create an international first-class platform.How to promote the output of the park and achieve the most efficient input has always been the most concerned issue for the government and the managers of the industrial park.The performance evaluation is based on a specific purpose and under a certain value orientation,the input,output and impact of the evaluation object are measured according to the established evaluation system.Performance evaluation can better improve performance and performance management,and promote the achievement of performance goals.At present,most of the relevant domestic and foreign researches are on domestic parks,including domestic science and technology parks,high-tech parks,agricultural science and technology parks,etc.,but research on Sino-foreign cooperative parks is relatively lacking.These existing studies can be used for reference,but the guidance for Foshan Sino-German Industrial Service Area is not targeted enough.In addition,the current performance evaluation of the park has the problems of homogeneity of thinking and a relatively simple construction method.The construction method lacks systematic and dynamics,and lacks attention to the realization of the strategic goals of the park,resulting in the lack of necessary evaluation indicators and strategic goals of the park Consistency.In the face of these problems,this paper uses a soft system methodology to build an index evaluation system for the Foshan Sino-German Industrial Service Area.This article first clarified that the core objective of the Foshan Sino-German Industrial Service Area is to serve the transformation and upgrading of manufacturing in Foshan and even the entire Pearl River Delta region.Based on this core objective,interviews with relevant personnel of the management committee were carried out through the conceptual model.Constructed and gradually decomposed it into a systematic index evaluation system layer by layer,this index system includes "industrial clusters and industrial development,independent innovation capabilities,business environment,Sino-German cooperation service platform,enterprise transformation and upgrading"Level indicators,including "industrial clusters and industrial development,independent innovation capabilities,business environment,Sino-German cooperation service platform" as process indicators,used to supervise the realization of the strategic goals of the park,and promote the efficient promotion of the strategic goals of the park;"Enterprise transformation "Upgrading" is a result indicator,which is used to measure the achievement of the strategic goals of the park,and accordingly adjust the strategy and' development plan accordingly.The 6 first-level indicators include 24 second-level indicators and 82 third-level indicators.The performance evaluation index system constructed through the soft system methodology has a high degree of systemicity,flexibility and practicability.It provides a powerful management tool for the efficient operation of the Foshan Sino-German Industrial Service Area and provides a powerful tool for the realization of its strategic goals.
